City of Columbia City Council met Aug. 5.

Here is the minutes provided by the council:

Call To Order Mayor Hutchinson called the City Council of Columbia, Illinois to order at 7:00 P.M. Upon roll call, the following were:

Quorum present. Those in attendance recited the pledge of Allegiance.

II. Delegations / Public Comments

A. Illinois Municipal Treasurers Association Certificate -- Linda Sharp

Mayor Hutchinson congratulated Linda Sharp for completing the requirements necessary to receive certification from the Illinois Municipal Treasurers Association.

B. Yard of the Month

Arlin and Diane Stechmesser were recognized by Aldermen Niemietz and Holtkamp for the Yard of the Month for the month of August for Ward 4.

III. Read and Approve Minutes

A. Regular Meeting

The minutes of the Regular City Council Meeting held Monday, July 15, 2019 were submitted for approval,

Motion: It was moved by Alderman Holtkamp, and seconded by Alderman Roessler, to approve the minutes of the Regular Meeting of the City Council held Monday, July 15, 2019 as on file at City Hall. Motion Passed 8 to 0.

Motion: It was moved by Alderman Martens, and seconded by Alderman Ebersohl, to approve the minutes of the Executive Session of the City Council held Monday, July 15, 2019 as on file at City Hall. Motion Passed 8 to 0.

A. Community Development

The report of the Community Development Department was presented to the Council.

1. Release Irrevocable Letter of Credit - #03-BRO5-2017

Motion: It was moved by Alderman Huch, and seconded by Alderman Ebersohl, to release Irrevocable Letter of Credit #03-BRO5-2017 for Fox Run Phase 3 Sanitary Sewer for Admiral Parkway, Inc. Motion Passed 8 to 0.

2. Special Event - Columbia Days

3. Special Event - Who Dat's Shrimp Boil

Motion: It was moved by Alderman Agne, and seconded by Alderman Riddle, to approve the Special Event Permit Application for Who Dat's Shrimp Boil as submitted and on file at City Hall. Motion Passed 8 to 0.

B. City Engineer/Public Works

The report of the City Engineer and the Public Works Department was presented to the Council.

1. Ordinance No. 3469 – Joint Agreement for Quarry Road Roundabout

Motion: It was moved by Alderman Ebersohl, and seconded by Alderman Martens, to approve Ordinance No. 3469, an ordinance authorizing a Joint Agreement between the Illinois Department of Transportation and the City of Columbia with regards to the Quarry Road Roundabout. Motion Passed 8 to 0.

2. Ordinance No. 3470 - Employ Glandt Roofing, LLC

Motion: 

It was moved by Alderman Holtkamp, and seconded by Alderman Martens, to approve Ordinance No. 3470, an ordinance authorizing an agreement to employ Glandt Roofing, LLC of East Carondelet, Illinois, the low bidder, to perform the Columbia Library Upper Middle Section Roof Replacement Project, at a cost not to exceed $21,397,00. Motion Passed 8 to

3. Resolution No. 2019-15 - Use of Motor Fuel Tax Funds for Quarry Road Roundabout

Motion:

It was moved by Alderman Ebersohl, and seconded by Alderman Holtkamp, to approve Resolution 2019-15, a resolution for improvement under the Illinois Highway Code (MFT Funds for Quarry Road Roundabout). Motion Passed 8 to 0.

4. Award of Bid for 2019 Concrete Replacement Program

Motion: It was moved by Alderman Roessler, and seconded by Alderman Huch, to accept the recommendation of the City Engineer and award the bid for the 2019 Concrete Replacement Program to the low bidder, Henke Excavating, Inc., at the cost of $132,980.00, and to authorize the Mayor to sign the agreement with the low bidder. Motion Passed 8 to 0.

5. Award of Bid for Police Department Parking Lot Resurfacing Project

Motion:

It was moved by Alderman Martens, and seconded by Alderman Holtkamp, to accept the recommendation of the City Engineer and award the bid for the Police Department Parking Lot Resurfacing Project to the lower bidder, Moore Asphalt, Inc., at the cost of $26,375.00, and to authorize the Mayor to sign the agreement with the low bidder, Motion Passed 8 to 0.

C. Finance

1. Vouchers To Be Paid

Motion: It was moved by Alderman Roessler, and seconded by Alderman Huch, to authorize the payment of vouchers received through August 1, 2019 in the amount of three hundred fifty seven thousand, ninety-four dollars, and forty-three cents ($357,094.43). Motion Passed 8 to 0.

2. Resolution No. 2019-16 - Ambulance Loan with Illinois Finance Authority

Motion: It was moved by Alderman Holtkamp, and seconded by Alderman Martens, to approve Resolution 2019-16, a resolution approving a Letter of Intent and a Loan Agreement with the Illinois Finance Authority for an Ambulance Loan and authorizing the Mayor to execute said documents. Motion Passed 8 to 0.

The report of the City Administrator was presented to the Council.

1. Ordinance No. 3471 - Lease Agreements with Columbia National Bank

Motion: It was moved by Alderman Roessler, and seconded by Alderman Riddle, to approve Ordinance No. 3471, an ordinance ratifying various Equipment Lease Agreements the City of Columbia, Illinois, has with Columbia National Bank. Motion Passed 8 to 0.

3. National Association of Letter Carriers - Fill the Satchel Request

Motion: It was moved by Alderman Niemietz, and seconded by Alderman Roessler, to approve the National Association of Letter Carriers request to hold their Fill The Satchel campaign as submitted and on file at City Hall. Motion Passed 8 to 0.

The report of the Mayor was presented to the Council.

1. Resolution No. 2019-17 – Employment Agreement for City Administrator

Motion: It was moved by Alderman Huch, and seconded by Alderman Martens, to approve Resolution 2019-17, a resolution approving an Employment Agreement with Douglas R. Brimm to serve as City Administrator of the City of Columbia, Illinois, and directing and authorizing the Mayor to execute said Employment Agreement. Motion Passed 8 to 0.
