Waterloo Community Unit School District 5 Board of Education met July 15.

Here is the minutes provided by the board:

The meeting was called to order by President John Caupert. The following members were present: Kim Ahne, John Caupert, Lori Dillenberger, Neil Giffhorn, Gary Most, and James Yaekel Jr. Jo Ellen (Jodi) Burton was absent. The following administration were present: Superintendent Brian Charron; Special Education Coordinator Julie Bender, District Curriculum Coordinator Johnathan Schmieg; Principals: Alan Guehne, Nicholas Schwartz, Amber Cruser, Jessica Washausen, Brian Smith, and Mary Gardner.

The following guest was present: James Moss.

Motion was made by Giffhorn and seconded by Yaekel Jr. that an executive closed session be called at 6:02 p.m. to discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity; and, further, discussion of minutes of meetings lawfully closed under the Open Meetings Act, for semi-annual review of the minutes as mandated by Section 2.06. [5 ILCS 120/2(c)(1)(21)] Ahne, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Six yeas. No nays. One absent. Motion passed.

Motion was made by Giffhorn and seconded by Yaekel Jr. for the Board to close the executive session at 7:04 p.m. Ahne, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Six yeas. No nays. One absent. Motion passed.

Motion was made by Yaekel Jr. and seconded by Most to approve the minutes of the June 17, 2019 regular board meeting.

Further, to approve the executive session minutes of the June 17, 2019 regular board meeting; and further, to make public certain executive session minutes from January 2019 through June 2019 according to the requirements of Illinois law; and further, to enact Board Policy 2:220 - Board of Education Meeting Procedures - entitled "Verbatim Record of Closed Meetings", to destroy and destruct the audio recordings of all closed meetings after 18 months have passed since being made, which would include all closed meetings prior to January of 2018.

Further, to award the following cafeteria bids according to the bid specifications, lowest bidder, and in the best interest of the school district: dairy items to Chester Dairy Co, 1915 State Street, PO Box 605, Chester, IL 62233; bread and bread products to Alpha Baking Company Inc, 7450 Halls Street, St. Louis, MO 63147, effective for the 2019-2020 school year.

Further, to approve Waterloo High School Early Graduation Application(s) as per Waterloo CUSD5 Section: Instruction - Policy No. 6300 for the following students: Lynnzie Adams, Jessica Berry, Taryn Olivia Brooks, Alexandra Durham, Abigail Gant, Ryan Geiler, Christian Gonzenbach, Clayton Grob, Alexa Hume, Cole Warden, Bailey Wenger, and Trevor Wright.

Further, to approve Human Support Services to provide counseling services, for the 2019-2020 school year, up to 8 hours per week, at the cost of $35.00 per hour, not to exceed $9,800.00.

Further, to reassign Stacy Davis to a full-time LPN, effective for the 2019-2020 school year.

Further, to employ Jenese Birk-Huebner, as a full-time special education paraprofessional, for the 2019-2020 school year, effective August 13, 2019, contingent upon the results of a background check and TB test.

Further, to employ Hailey Schablowsky, as a full-time special education paraprofessional, for the 2019-2020 school year, effective August 13, 2019, contingent upon registration of paraprofessional license, and the results of a background check and TB test.

Further, to employ Jill Wetzel, as a full-time special education paraprofessional, for the 2019-2020 school year, effective August 13, 2019, contingent upon paraprofessional licensure, and the results of a background check and TB test.

Further, to employ Danielle Harbaugh, as a full-time special education paraprofessional, for the 2019-2020 school year, effective August 13, 2019, contingent upon the results of a background check and TB test.

Further, to employ Jay Tyson, as a full-time special education paraprofessional, for the 2019-2020 school year, effective August 13, 2019, contingent upon the results of a background check and TB test.

Further, to employ Robert Bugie, as a full-time special education paraprofessional, for the 2019-2020 school year, effective August 13, 2019, contingent upon the results of a background check.

Further, to accept a letter of resignation, dated July 1, 2019, from Meggan Sudja, JH language arts/social studies teacher, effective July 1, 2019.

Further, to accept an irrevocable letter of retirement, dated June 17, 2019, from Karla Bivins in accordance with the contract Agreement Between the Board of Education of Waterloo Community Unit School District No. 5 and the Waterloo Classroom Teachers' Association (W.C.T.A.), as stated in Article IX, Section 9.10, Severance Incentive, effective at the end of the 2022-2023 school year.

Further, to accept an irrevocable letter of retirement, dated June 18, 2019, from Debbie Clinebell in accordance with the contract Agreement Between the Board of Education of Waterloo Community Unit School District No. 5 and the Waterloo Classroom Teachers' Association (W.C.T.A.), as stated in Article IX, Section 9.10, Severance Incentive, effective at the end of the 2022-2023 school year.

Motion was made by Dillenberger and seconded by Most to accept the treasurer’s report and student activity reports. There were no investments for the month of June. Ahne, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Six yeas. No nays. One absent. Motion passed.

Motion was made by Ahne and seconded by Yaekel Jr. to approve the attached list of bills for June for Waterloo Community Unit School District No. 5 and the payment of the bills for the current month (July). Further, that the District Treasurer, Julie Bradley, be given authority to pay said bills. Ahne, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Six yeas. No nays. One absent. Motion passed.

Motion was made by Giffhorn and seconded by Ahne to approve the student handbooks for the 2019-2020 school year for W.J. Zahnow Elementary School, Rogers Elementary School, Gardner Elementary School, Waterloo Junior High School, and Waterloo High School. Ahne, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Six yeas. No nays. One absent. Motion passed.

Motion was made by Most and seconded by Giffhorn to: 1) instruct the Superintendent to have the tentative budget for the 2019-2020 fiscal year prepared for Board review; 2) set the time and place for a public hearing at the September 16, 2019, regular board meeting on the tentative budget; and 3) instruct the Board Secretary to give notice according to law and Board policies that the tentative budget will be on file and conveniently available for public inspection for thirty days prior to the public hearing with the date of being on display set on Thursday, August 15, 2019. Ahne, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Six yeas. No nays. One absent. Motion passed.

Motion was made by Most and seconded by Ahne to approve the extra-duty assignments, effective for the 2019-2020 school year as per recommendation from the District Athletic Director, Mitch North, and Administration. Ahne, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Six yeas. No nays. One absent. Motion passed.

Motion was made by Giffhorn and seconded by Yaekel Jr. to employ Ellen Brandt as a full-time JH language arts/social studies teacher, for the 2019-2020 school year, effective August 13, 2019, contingent upon the results of a background check and TB test. Ahne, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Six yeas. No nays. One absent. Motion passed.

Motion was made by Ahne and seconded by Dillenberger to employ Heather Kurth as a full-time JH literature/social studies teacher, for the 2019-2020 school year, effective August 13, 2019, contingent upon the results of a background check and TB test. Ahne, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Six yeas. No nays. One absent. Motion passed.

Motion was made by Most and seconded by Ahne to employ Joshua Kurth as a full- time early childhood special education teacher, for the 2019-2020 school year, effective August 13, 2019. Ahne, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Six yeas. No nays. One absent. Motion passed.

Motion was made by Yaekel Jr. and seconded by Ahne to authorize the Superintendent to offer employment to fill vacancies for the 2019-2020 school year, effective August 13, 2019, contingent upon the results of background checks. Ahne, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Six yeas. No nays. One absent. Motion passed.

Motion was made by Dillenberger and seconded by Yaekel Jr. to authorize the Superintendent to enter into a contract agreement between Waterloo CUSD5 and Hurst-Rosche Inc., in the amount of $5,500.00, for investigative geotechnical and topographic survey services at W.J. Zahnow Elementary School and Rogers Elementary School. Ahne, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Six yeas. No nays. One absent. Motion passed.
