Waterloo Community Unit School District 5 Board of Education met June 17.

Here is the minutes provided by the board:

The meeting was called to order by President John Caupert. The following members were present: Kim Ahne, Jo Ellen (Jodi) Burton, John Caupert, Lori Dillenberger, Neil Giffhorn, Gary Most, and James Yaekel Jr. The following administration were present: Superintendent Brian Charron; Special Education Coordinator Julie Bender, District Curriculum Coordinator Johnathan Schmieg; Principals: Lori Costello, Christine Osterhage, Jessica Washausen, Dawn Ivers, and Mary Gardner; and Director of Buildings/Grounds Jack Latchem.

The following guest was present: James Moss.

Motion was made by Most and seconded by Giffhorn that an executive closed session be called at 6:02 p.m. to discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity; other matters relating to individual students; and for board self- evaluation. [5 ILCS 120/2(c)(1)(10)(16)] Ahne, aye; Burton, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Seven yeas. No nays. Motion passed.

Motion was made by Yaekel Jr. and seconded by Burton to approve the minutes of the May 20, 2019 regular board meeting.

Further, to approve the executive session minutes of the May 20, 2019 regular board meeting.

Further, to adopt and continue with the district-wide Section 125 Plan Document(s) 501/502, as administered by American Fidelity Assurance Company; and further, to remain in compliance with the Internal Revenue Service regulations.

Further, to designate First National Bank and State Bank of Waterloo, Illinois; and the Illinois School District Liquid Asset Fund Plus as depositories of District Funds.

Further, to approve the renewal of membership in the Illinois Association of School Boards with respective payment, for 2019-2020 school year annual dues.

Further, to award the following bids according to the bid specifications and in the best interest of the school district: copier paper to Contract Paper Group Inc., 1013 Portage Trail Unit 2, Cuyahoga Falls, OH 44221 in the amount of $31,975.90; toilet tissue, roll, and multi-paper towels to Royal Papers, Inc, 2701 Hereford St, St. Louis, MO 63139 in the amount of $12,167.00; and trash services to Reliable Sanitation Service Inc., 601 S. Market, Waterloo, IL 62298 in the amount of $18,254.10, with alternate recycled bid at $4,347.00 for one time per week, totaling $22,601.10, effective for the 2019/2020 school year.

Further, to approve payment to Illinois Central School Bus for final adjusted transportation billings for May 2019 and June 2019, on or before June 30, 2019.

Further, to accept a letter of resignation, dated June 9, 2019, from Patricia Ottolini, cafeteria worker, effective June 9, 2019.

Further, to accept a letter of resignation, dated June 12, 2019, from Melissa Neikirk, special education paraprofessional, effective June 12, 2019.

Motion was made by Ahne and seconded by Most to accept the treasurer’s report and student activity reports. There were no investments for the month of May. Ahne, aye; Burton, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Seven yeas. No nays. Motion passed.

Motion was made by Burton and seconded by Yaekel Jr. to approve the attached list of bills for May for Waterloo Community Unit School District No. 5 and the payment of the bills for the current month (June). Further, that the District Treasurer, Julie Bradley, be given authority to pay said bills. Ahne, aye; Burton, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Seven yeas. No nays. Motion passed.

Motion was made by Yaekel Jr. and seconded by Giffhorn to approve the volunteer list, effective for the 2019-2020 school year as per recommendation from the District Athletic Director, Mitch North, and Administration. Ahne, aye; Burton, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Seven yeas. No nays. Motion passed.

Motion was made by Ahne and seconded by Yaekel Jr. to approve a revised Administrative Assistant salary schedule. Ahne, aye; Burton, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Seven yeas. No nays. Motion passed.

Motion was made by Burton and seconded by Most to re-assign Marla Byrd to Business/Office Manager-Executive Secretary, and to approve a one-year contract, as presented, effective July 1, 2019 through June 30, 2020. Ahne, aye; Burton, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Seven yeas. No nays. Motion passed.

Motion was made by Dillenberger and seconded by Giffhorn to approve the 2019- 2020 Official School Calendar with school starting on Tuesday, August 13, 2019 and ending on Friday, May 29, 2020, with six (6) emergency days included. Students will begin on August 15, 2019. Students’ last day - May 28, 2020. Ahne, aye; Burton, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Seven yeas. No nays. Motion passed.

Motion was made by Most and seconded by Giffhorn to employ Andrew Mayer as a full-time Media Specialist, for the 2019-2020 school year, effective the first day of school August 2019 (date to be determined), contingent upon the obtainment of a short-term Library Media Specialist license. Ahne, aye; Burton, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Seven yeas. No nays. Motion passed.

Motion was made by Burton and seconded by Ahne to employ Meggan Sudja as a full-time JH language arts/social studies teacher, for the 2019-2020 school year, effective the first day of school August 2019 (date to be determined), contingent upon the results of a background check and TB test. Ahne, aye; Burton, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Seven yeas. No nays. Motion passed.

Motion was made by Most and seconded by Burton to employ Brittany Mehner as a full-time elementary teacher, for the 2019-2020 school year, effective the first day of school August 2019 (date to be determined), contingent upon PEL licensure, and the results of a background check and TB test. Ahne, aye; Burton, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Seven yeas. No nays. Motion passed.
