I.CALL TO ORDER

The City Council of Chester, Illinois, met in regular session on Monday, July 15, 2019, in the Municipal Building, 1330 Swanwick Street. Mayor Tom Page called the meeting to order at 6:00 p.m.

II.ROLL CALL

IV.READING OF MINUTES OF PREVIOUS MEETING

Alderman Ohlau moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Platt seconded the motion. UPON ROLL CALL: Ayes: Aldermen Ohlau, Rader, Stumpe, Allison, Platt, Blechle, Dudenbostel, Geisen. Nays: None. Absent: None. Motion carried.

V.CORRESPONDENCE

The following correspondence was acknowledged:

•Tax Revenue Report for June provided by City Clerk Berner

•Chester Christian Food Pantry Inc. newsletter dated July 10, 2019

VI.REPORTS

Mayor:

Mayor Page expressed his sincere appreciation to city employees and Bill Frazer for their help this past Saturday on the riverfront.

VII.COMMITTEE REPORTS

Cemetery & Finance Committee (Chairman Platt):

The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment. Chairman Platt moved to approve payment of bills, subject to audit. Alderman Rader seconded the motion. UPON ROLL CALL: Ayes: Aldermen Rader, Dudenbostel, Stumpe, Ohlau, Allison, Platt, Geisen, Blechle. Nays: None. Absent: None. Motion carried.

Pay Estimate #1 for the Chester Rt. 3 Turn Lane project was presented. Chairman Platt’s motion to pay $33,663.10 to Red Dot Construction and Equipment Rentals Inc. was seconded by Alderman Rader. UPON ROLL CALL: Ayes: Aldermen Rader, Dudenbostel, Stumpe, Ohlau, Allison, Platt, Geisen, Blechle. Nays: None. Absent: None. Motion carried.

Invoice #20146 payable to J. T. Blankinship Inc. for engineering services for the Rt. 3 Turn Lane project was presented. Chairman Platt’s motion to pay $15,828.50 to J. T. Blankinship Inc. was seconded by Alderman Allison. UPON ROLL CALL: Ayes: Aldermen Rader, Dudenbostel, Stumpe, Ohlau, Allison, Platt, Geisen, Blechle. Nays: None. Absent: None. Motion carried.

Resolution – Homecoming Parade Road Closure:

Alderman Geisen moved to pass a resolution requesting approval from Illinois Department of Transportation for temporary closure of Route 150 from its intersection with Stacey Street to Taylor Street on October 4, 2019 from approximately 3:30 p.m. to 5:00 p.m. for the Chester High School Homecoming Parade. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Rader, Dudenbostel, Stumpe, Ohlau, Allison, Platt, Geisen, Blechle. Nays: None. Absent: None. Motion carried.

Resolution – Popeye Picnic Parade:

Alderman Geisen moved to pass a resolution to request approval from the Illinois Department of Transportation for temporary closure of Route 150 from its intersection with Stacey Street to the intersection of Taylor Street and Route 150 for the purpose of diverting traffic on September 7, 2019 from approximately 10:30 a.m. until 1:00 p.m. for Popeye Picnic parade. Alderman Stumpe seconded the motion. UPON ROLL CALL: Ayes: Aldermen Rader, Stumpe, Ohlau, Allison, Platt, Geisen, Dudenbostel, Blechle. Nays: None. Absent: None. Motion carried.

Executive Session – Minutes:

Alderman Blechle moved to determine that minutes of previous Executive Sessions are still confidential and should not be made available to the public. Alderman Allison seconded the motion. UPON ROLL CALL: Ayes: Aldermen Rader, Dudenbostel, Stumpe, Ohlau, Allison, Platt, Geisen, Blechle. Nays: None. Absent: None. Motion carried.

Executive Session – Verbatim Records:

Alderman Platt moved to destroy all verbatim records of Executive Sessions that are eighteen months or older. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Rader, Dudenbostel, Stumpe, Ohlau, Allison, Platt, Geisen, Blechle. Nays: None. Absent: None. Motion carried.

XI.ADJOURNMENT

At 6:08 p.m., Alderman Blechle moved to adjourn the meeting. Alderman Dudenbostel seconded the motion. VOTE: Ayes: Aldermen Ohlau, Dudenbostel, Rader, Stumpe, Allison, Platt, Geisen, Blechle. Nays: None. Absent: None. Motion carried.
