Monroe County Board of County Commissioners met July 15.

Here is the minutes provided by the board:

The meeting of the Board of County Commissioners of Monroe County, Illinois was called to order at 8:15 a.m. Chairman Robert Elmore, Commissioner Vicki Koerber and Commissioner Ron Schultheis were present.

Others present included Deputy County Clerk Leah Farris, Sheila Wetzler, along with Press Corps representatives Alan Dooley of the Waterloo Republic Times and Joe Leicht of the Monroe County Independent. Also, present were Pat Kelly and Jim Crowe.

The meeting opened with the Pledge of Allegiance.

Roll call was taken by Deputy County Clerk Leah Farris. There being a quorum present, the meeting was called to order by Chairman Elmore.

Chairman Elmore asked for public comment. Pat Kelly asked the reason why tax bills are late. Commissioner Schultheis said that the state is slow getting the multiplier back. Chairman Elmore and Commissioner Schultheis explained how the state bills are calculated, prepared and printed by the county.

Kim Keckritz and Rachel Giffhorn came before the Board to present the July 2019 Oak Hill report.

Gibault Hawks boys’ baseball team and coach Andy Skaer were recognized for their second- place finish at the 1A state finals.

The Board was presented with a list of Accounts Payable for approval.

The following Accounts Payable having been approved for payment, Commissioner Koerber moved that the same be allowed and that vouchers be issued against their respective funds of the County Treasurer for payment. Second by Commissioner Schultheis. All voting Aye. None Nay. None Absent. Motion carried.

There was discussion about the payroll report. Mrs. Farris said she would email copies of the payroll report to the commissioners instead of printing them out to save paper. Commissioner Koerber made a motion to approve the July 1 payroll. Second by Commissioner Schultheis. All voting Aye. None Nay. None Absent. Motion carried.

Minutes from the June 17, 2019, June 21, 2019, June 26, 2019 and July 1, 2019 meetings were presented. Commissioner Koerber made a motion to approve. Second by Commissioner Schultheis. All voting Aye. None Nay. None Absent. Motion carried.

Chairman Elmore introduced a resolution to auction surplus county property on July 18, 2019. Motion was made by Commissioner Koerber. Second by Commissioner Schultheis. All voting Aye. None Nay. None Absent. Motion carried. Resolution #19-83.

Chairman Elmore presented an application to conduct a raffle by the Maeystown Sportmens Club. Motion to approve the raffle license application by Commissioner Koerber. Second by Commissioner Schultheis. All voting Aye. None Nay. None Absent. Motion carried.

Chairman Elmore presented an application to conduct a raffle by St. Patrick Catholic Church in Tipton. Motion to approve the raffle license application by Commissioner Koerber. Second by Commissioner Schultheis. All voting Aye. None Nay. None Absent. Motion carried.

Meridith Perkins from the Davey Resource Group and Brian Hooten and Joe Lewis came before the Board to discuss the Monroe County Courthouse Tree Assessment report. The report was filed with the County Clerk.

Commissioner Schultheis and Mr. Hooten discussed the renovation at the Annex Building. Everyone is still waiting for Kelton Davis to finalize his plans.

Commissioner Koerber suggested that budget hearings get pushed back to October. She has talked to several department heads and September is a little too early. Commissioner Koerber expressed concerns that the CPI for next year is going from 2.1 to 1.9. Chairman Elmore said that the county may not be able to give a raise. Commissioner Koerber expressed concerns about not giving a raise because private industry is giving raises to their employees. Commissioner Koerber would like to see our office holders find cuts in their budgets.

Pay Kelly interrupted the meeting to express concerns that the Sheriff’s auction on July 18, 2019 was not advertised. Commissioner Schultheis said that the auction was advertised, and this auction was planned for several months.

There being no further business to come before the Board, motion to adjourn was made by Commissioner Schultheis. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.
