City of Waterloo Utility Commission met Aug. 12.

Here is the minutes provided by the commission:

Petitions by Citizens on Non-Agenda Items. None.

City Clerk – Barbara Pace

Utility Meeting minutes dated Monday 07-08-19

Items of change and/or correction:

Subdivision & Zoning Administrator-Jim Nagel-change to: g. Proposed future retail center south of future proposed car wash was discussed.

Mayor’s Report-change to: 

a. Mayor Smith & Shawn Kennedy met with Gary Kohler, Don Ehler, Greg Bender, the Dillenberger’s, Siburt’s, Wetzel’s and Oerter’s to discuss water line easements.

Motion to approve changed/corrected minutes made by Alderman Darter and seconded by Alderman Thomas. Motion passed with unanimous voice vote.

City Clerk, Barbara Pace stated the changed/corrected Utility Meeting minutes are on the City web site each Friday following Monday’s meeting.

Subdivision & Zoning Administrator - Jim Nagel

a. Building Permits Issued YTD 07/31/19 were distributed. Discussion.

b. Preliminary Plat of Quail Ridge was distributed. Discussion.

c. Final Plat for Waterloo Commons Lot 5 was distributed. Discussion.

d. Country Club Hills will begin infrastructure construction next week.

Community Relations Coordinator - Sarah Duetch

a. Sign Up sheet for participants in the Homecoming Parade Sat., 08/24/19 @ 5 p.m.

b. Senior Academy: 09/04 thru 10/16 at City Hall.

c. POW-MIA Monument dedication September 21st at 10 a.m. A commemorative book will be given to the Waterloo, Columbia and Valmeyer library, the Waterloo VFW, and the Columbia American Legion.

d. PumpkinFest will have Louie from the St. Louis Blues, Adventure Loft and Joe Krump carving the Stanley Cup out of pumpkins.

e. Weather Cam with FOX News is up and running.

Human Resource Coordinator - Jessica Rucks

a. Safety Committee minutes, 07/22/19, were distributed and discussed.

b. Union negotiations are coming up and letter has been received from the FOP.

c. Resumes for the Sewer Plant opening have been received.

d. Policy Manual completed and sent out to the Personnel Committee for review.

Collector/Finance Officer - Shawn Kennedy

a. General ledger information has been sent to the auditor, Keith Brinkman.

b. New computers have been ordered for the server upgrade.

c. To date NEST rebates have totaled $1,650 with 29 applicants.

Building Inspector/Code Administrator - Nathan Krebel

a. Distributed Building Inspector/Code Administrator Monthly Report.

b. New location of Frederico’s sidewalk is complete and ADA compliant.

c. The City removed the non-compliant sidewalk at Peterstown House. Discussion.

d. HMG engineers looking at curbs at First & Main Street to make them ADA compliant.

e. Beautification work at K&D building is progressing.

f. Beautification reimbursement grants for Obernagel/Fitzgibbons property and Main St. Saloon will be at presented next council meeting. Discussion.

g. Gas pumps were removed at Wayne’s One Stop and will be replaced by new owner. Discussion.

Director of Public Works-Tim Birk

a. Water Plant: 13 easements are needed and to date we have 6.

b. AMI update: 2,852 gas meters have been installed. Mayor Smith stated people are not returning phone calls regarding the need for workers to enter residences to change out the gas meters. The city will begin turning off the gas and waiting for people to call to have it turned back on. All of the aldermen agreed to this procedure.

c. Picnic table dumped in City Lakes was recovered.

d. Professional spraying for weeds, by an aquatic specialist, will begin tomorrow at the City Lakes and the Sewer Lagoon.

Deputy Chief of Police-Jeff Prosise

a. No major incidents at the Monroe County Fair last week with the exception of several minor fights.

b. One small incident at Randy’s Double R Bar Saturday night.

c. Special Olympics 08-24-19 and 08-25-19 with WPD volunteers and there will be shirts available for sale as a fund raiser.

d. Meeting with Police Commissioners 08-29-19 to discuss lateral transfers.

e. Will hire 2 new police officers in the next couple months. Discussion.

Mayor’s Report

a. IML classes are being suggested.

b. Finance Committee needs to meet on House Bill #303 passed in Illinois. Discussion.

c. New board members need OMA training. Tammy will check on compliance.

d. We believe sports betting on lottery machines just passed in Illinois; licenses will be available to establishments currently selling lottery tickets.

e. 6 video poker machines are now allowed under state law.

f. IMEA check for energy efficiency will be presented to VFW at next council meeting.

City Attorney-Dan Hayes No report.

d. 07-23-19 Ordinance Cmte Mtg Mins Motion Notheisen, 2nd Trantham, Passed.

e. 08-05-19 Planning Cmte Mtg Mins Motion Row, 2nd Notheisen, Passed.

Executive Session to discuss the Purchase of Property as allowed per 5 ILCS 120/2(c)(5).

Motion made by Alderman Darter and seconded by Alderman Hopkins to go into Executive Session Motion passed by unanimous voice vote. Time: 7:20 p.m.

The meeting reconvened at 7:45 p.m.

Alderman Darter thanked Building Inspector Nathan Krebel, for his excellent work in planning assistance for the handicapped ramp at the VFW.

Alderman Buettner will attend the Park District meeting in support of an Osland Grant Application for a splash pad in Waterloo.

Adjournment – Motion to adjourn was made by Alderman Buettner seconded by Alderman Notheisen. Motion passed by unanimous voice vote. Mayor Smith adjourned the meeting at 8:00 p.m
