City of Columbia City Council met Sept. 3.

Here is the agenda provided by the council:

Minutes of the Regular Meeting of the City Council of the City of Columbia, Illinois was held in the Council Room of City Hall.

Call To Order 

Mayor Hutchinson called the City Council to order at 7:00 P.M. Upon roll call, the following were:

A. Regular Meeting

The minutes of the Regular City Council Meeting held Monday, August 19, 2019 were submitted for approval.

Motion: 

It was moved by Alderman Martens, and seconded by Alderman Ebersohl, to approve the minutes of the Regular Meeting of the City Council held Monday, August 19, 2019 as on file at City Hall. Motion Passed 6 to 0.

A. Police Department

1. Drug Enforcement Administration Task Force Officer Agreement

Motion: 

It was moved by Alderman Martens, and seconded by Alderman Holtkamp, to accept the recommendation of Chief Paul and approve the Drug Enforcement Administration Task Force Officer Agreement as submitted to the Council Members. Motion Passed 6 to 0.

It was moved by Alderman Martens, and seconded by Alderman Riddle, to approve the Special Event Permit Application for the EMS Car Seat Check Up as submitted and on file at City Hall. Motion Passed 6 to 0.

Motion:

It was moved by Alderman Martens, and seconded by Alderman Riddle, to approve the release of Joy View Phase IV Capital Improvement Maintenance Guarantee Irrevocable Letter of Credit #78-1. Motion Passed 6 to 0.

7. Appoint Director of Community Development to Columbia Athletic Association Board of Directors

Motion: 

It was moved by Alderman Niemietz, and seconded by Alderman Ebersohl, to approve the appointment of the Director of Community Development to serve as the City Representative on the Columbia Athletic Association Board of Directors. Motion Passed 6 to 0.

C. City Engineer/Public Works

The report of the City Engineer and the Public Works Department was presented to the Council.

1. Approval of Bid for the Cherry Street Water Tower Painting Project

Motion: 

It was moved by Alderman Ebersohl, and seconded by Alderman Martens, to accept the low bid of $29,600.00 submitted by CCIMW, LLC for the Cherry Street Water Tower Painting Project. Motion Passed 6 to 0.

1. Vouchers To Be Paid

Motion: 

It was moved by Alderman Martens, and seconded by Alderman Riddle, to authorize the payment of vouchers received through August 29, 2019 in the amount of two hundred six thousand, one hundred twenty-eight dollars and thirty-eight cents ($206,128.38). Motion Passed 6 to 0.

1. Donation Drive - Knights of Columbus Request for Approval

Motion: 

It was moved by Alderman Martens, and seconded by Alderman Ebersohl, to approve the 2019 Knights of Columbus Donation Drive scheduled to be held the weekend of September 20 and 21, 2019. Motion Passed 6 to 0.

H. Mayor

The report of the Mayor was presented to the Council.

1. Mayor Pro Tem

Motion: 

It was moved by Alderman Niemietz, and seconded by Alderman Martens, to appoint Alderman Ebersohl as Mayor Pro Tem from September 9, 2019 until the Mayor returns to Columbia (expected to be on September 22, 2019). Motion Passed 6 to 0.

The Mayor encouraged Columbia residents to join with Waterloo residents in their "Light It Up Blue" campaign by displaying blue exterior lighting on the evening of Monday, September 9th in honor of Illinois State Trooper Nick Hopkins.

IX. Executive Session Mayor Hutchinson inquired if there was any business to be addressed in Executive Session. There was none.

It was moved by Alderman Agne, and seconded by Alderman Riddle, to adjourn the Regular City Council meeting held Tuesday, September 03, 2019 at 7:12 P.M. Motion Passed 6 to 0.
