1. Motion to Accept of FY2019 Annual Financial Report
Motion: It was moved by Alderman Roessler, and seconded by Alderman Martens, to approve the Fiscal Year 2019 Annual Financial Report as presented and on file at City Hall. Motion Passed.

Mr. Brimm informed the Council the soft deadline for receiving applications for the Accounting Manager position was today, but the City will continue to accept applications and will begin to review the applications immediately.

City Clerk Hoeffken read the Consent Agenda.
1. Motion to Approve Minutes of the Regular City Council Meeting held Monday, Oct. 07, 2019
2. Motion to Authorize the payment of vouchers for the period from Oct. 4, 2019 through Oct. 17, 2019 in the amount of four hundred thirteen thousand, nine hundred sixteen dollars and seventy-eight cents ($413,916.78).
3. Motion to Approve the Statement of Funds through Saturday, August 31, 2019 as submitted and on file at City Hall.
Mayor Hutchinson inquired if the Council wished to remove any items prior to a motion. Alderman Niemietz requested the Motion to Approve Minutes of the Regular City Council Meeting held Monday, Oct. 07, 2019 be removed.
Motion: It was moved by Alderman Roessler, and seconded by Alderman Holtkamp, to approve the Consent Agenda as amended to remove the Minutes of the Regular City Council Meeting held Monday Oct. 07, 2019. Motion Passed.

Motion: It was moved by Alderman Holtkamp, and seconded by Alderman Martens, to pass and approve Resolution No. 2019-20, a resolution accepting a $200,000.00, 0 percent interest rate loan from the Illinois Finance Authority for the purchase of a new ambulance; authorizing the execution of Loan Agreement between the City of Columbia and the Illinois Finance Authority; and other matters related thereto. Motion Passed.
