Minutes of the Regular Meeting of the City Council of the City of Columbia, Illinois

Held Monday, September 16, 2019 in the Council Room of City Hall.

1. Call To Order Mayor Pro Tem Gene Ebersohl called the City Council of Columbia, Illinois to order at 7:00 p.m. Upon roll call, the following were:

Present: Ebersohl, Agne, Niemietz, Roessler, Huch, Holtkamp, Riddle

Absent: Martens

Mayor Hutchinson was not present.

Quorum present. Those in attendance recited the pledge of Allegiance.

A. Yard of the Month Presentation

Ward 3 Aldermen Ebersohl and Huch presented the Yard of the Month Award to Kevin and Lisa Hildebrand.

III. Read and Approve Minutes

A. Regular Meeting

The minutes of the Regular City Council Meeting held Tuesday, September 03, 2019 were submitted for approval.

Motion: It was moved by Alderman Niemietz, and seconded by Alderman Holtkamp, to approve the minutes of the Regular Meeting of the City Council held Tuesday, September 03, 2019 as on file at City Hall. Motion Passed 7 to 0.

IV. Report of Departments and Officers

A. Library

The report of the Library was presented to the Council.

B. Police and Communications

The reports of the Police Department and the Communication Department were presented to the Council.

C. Emergency Medical Services

The report of the Emergency Medical Services was presented to the Council.

1. Hire Greg Muskopf - Part-Time EMT Paramedic

Motion: It was moved by Alderman Huch, and seconded by Alderman Riddle, to accept the recommendation of the EMS Chief and employ Greg Muskopf as a part-time EMT Paramedic contingent upon satisfying all pre-employment requirements. Motion Passed 7 to 0.

2. Hire Alexander Barnett-Part-Time EMT

Motion: It was moved by Alderman Huch, and seconded by Alderman Holtkamp, to accept the recommendation of the EMS Chief and employ Alexander Barnett as a part-time EMT contingent upon satisfying all pre-employment requirements. Motion Passed 7 to 0.

3. Hire Collin Wehrenberg - Part-Time EMT

Motion: It was moved by Alderman Huch, and seconded by Alderman Niemietz, to accept the recommendation of the EMS Chief and employ Collin Wehrenberg as a part-time EMT contingent upon satisfying all pre-employment requirements. Motion Passed 7 to 0.

4. Approve Purchase of Monitor/Defibrillator

Motion: It was moved by Alderman Niemietz, and seconded by Alderman Riddle, to approve the purchase of a Monitor/Defibrillator from Zoll Medical Corporation at a cost not to exceed $30,893.05. Motion Passed 7 to 0.

D. Community Development

The report of Community Development was presented to the Council.

1. Special Event - PTA Fall Fest

Motion:

It was moved by Alderman Agne, and seconded by Alderman Holtkamp, to approve the Special Event Permit Application for the PTA Fall Fest as submitted and on file at City Hall. Motion Passed 7 to 0.

2. Special Event-CHS Homecoming Parade

Motion: It was moved by Alderman Niemietz, and seconded by Alderman Riddle, to approve the Special Event Permit Application for the CHS Homecoming Parade as submitted and on file at City Hall. Motion Passed 7 to 0.

3. Special Event - Witches Ghoulish Nigh Out

Motion:

It was moved by Alderman Riddle, and seconded by Alderman Niemietz, to approve the Special Event Permit Application for the Witches Ghoulish Night Out as submitted and on file at City Hall. Motion Passed 7 to 0.

E. City Engineer/Public Works

The report of the City Engineer and the Public Works Department was presented to the Council.

1. Hire Nick Sondag - Full-Time Public Works

Motion:

It was moved by Alderman Huch, and seconded by Alderman Niemietz, to accept the recommendation of the City Engineer and employ Nick Sondag as a full-time Department of Public Works employee contingent upon satisfying all pre-employment requirements. Motion Passed 7 to 0.

2. Hire Jake Becherer - Full-Time Public Works

Motion: It was moved by Alderman Huch, and seconded by Alderman Riddle, to accept the recommendation of the City Engineer and employ Jake Becherer as a full-time Department of Public Works employee contingent upon satisfying all pre-employment requirements. , Motion Passed 7 to 0.

3. Hire Jonathon Townsend - Full-Time Public Works

Motion: It was moved by Alderman Huch, and seconded by Alderman Niemietz, to accept the recommendation of the City Engineer and employ Jonathon Townsend as a full-time Department of Public Works employee contingent upon satisfying all pre-employment requirements. Motion Passed 7 to 0.

4. Hire Charles Buchholtz - Full-Time Public Works

Motion: It was moved by Alderman Huch, and seconded by Alderman Holtkamp, to accept the recommendation of the City Engineer and employ Charles Buchholtz as a full-time Department of Public Works employee contingent upon satisfying all pre-employment requirements. Motion Passed 7 to 0.

F. Finance Department

1. Vouchers To Be Paid

Motion:

It was moved by Alderman Roessler, and seconded by Alderman Huch, to authorize the payment of vouchers received through September 12, 2019 in the amount of two hundred sixty-three thousand, eight hundred nineteen dollars and sixty-two cents ($263,819.62). Motion Passed 7 to 0.

2. Travel Expense Reimbursement Request for Elected Officials

Motion:

It was moved by Alderman Roessler, and seconded by Alderman Riddle, to approve the Travel Expense Reimbursement Requests for elected officials, appointed officials, and City employees for attendance at the Illinois Municipal Conference as submitted and on file at City Hall. Motion Passed 7 to 0.

The City Clerk presented his report to the Council.

The City Attorney presented his report to the Council.

1. Administrative Department The report of the City Administrator was presented to the Council.

1. Resolution No. 2019-19 – Tax Levy for Columbia Public Library

Motion: It was moved by Alderman Agne, and seconded by Alderman Holtkamp, to pass and approve Resolution No. 2019-19, a resolution to levy a tax of.02% of the value of the taxable property in the City of Columbia, Illinois, for Columbia Public Library Building and Purposes for the fiscal year of the City commencing May 1, 2019 and ending April 30, 2020. Motion Passed 7 to 0.

J. Mayor

The report of the Mayor was presented to the Council.

1. Ordinance No. 3472 – Appoint Douglas R. Brimm as City Administrator, Budget Officer, and Health Officer

Motion: It was moved by Alderman Niemietz, and seconded by Alderman Huch, to pass and approve Ordinance No. 3472, an ordinance appointing Douglas R. Brimm as City Administrator, Budget Officer and Health Officer of the City of Columbia, Illinois, effective September 9, 2019, and establishing the annual salary for those positions. Motion Passed 7 to 0.

IX. Executive Session

Mayor Pro Tem Ebersohl informed the Council that he would entertain a motion to go into Executive Session to discuss the purchase/lease of real estate and personnel as permitted under 5 ILCS 120/2(c)(1), and (5).

Motion: It was moved by Alderman Huch, and seconded by Alderman Roessler, to direct the Mayor Pro Tem to go into Executive Session at 7:23 P.M. to discuss the purchase/lease of real estate and personnel as permitted under 5 ILCS 120/1(c)(1), and (5). Motion Passed 7 to 0.

Motion: It was moved by Alderman Niemietz, and seconded by Alderman Riddle, to return to Regular Session of the City Council at 7:51 P.M. Motion Passed 7 to 0.

Motion: It was moved by Alderman Niemietz, and seconded by Alderman Roessler, to adjourn the Regular City Council meeting held Monday, September 16, 2019 at 7:51 P.M. Motion Passed 7 to 0.
