City of Chester City Council met Sept. 3.

I.CALL TO ORDER
The City Council of Chester, Illinois, met in regular session on Tuesday, September 3, 2019, in the Municipal Building, 1330 Swanwick Street. Mayor Tom Page called the meeting to order at 6:00 p.m.

Alderman Ohlau moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Dudenbostel seconded the motion. V.CORRESPONDENCE
The following correspondence was acknowledged:

VI.REPORTS
Mayor:
Mayor Page announced the Monroe-Randolph County Enterprise Zone has been approved and will begin January 1, 2020.
Secondly, Mayor Page thanked the Chester Police Department for representing Chester at Officer Nicholas Hopkins’ funeral.
City Clerk:
The city clerk presented an application for raffle licenses for the Memorial Hospital – Pedal for the Cause. Alderman Platt moved to issue the raffle license and waive the fidelity bond required of the raffle managers. Alderman Dudenbostel seconded the motion.
UPON ROLL CALL: Ayes: Aldermen Ohlau, Platt, Stumpe, Allison, Blechle, Dudenbostel. Nays: None. Absent: Aldermen Geisen, Rader. Motion carried.
VII.COMMITTEE REPORTS
Cemetery & Finance Committee (Chairman Platt):
The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment. Alderman Platt moved to approve payment of bills, subject to audit. Alderman Allison seconded the motion.
UPON ROLL CALL: Ayes: Aldermen Platt, Dudenbostel, Stumpe, Ohlau, Allison, Blechle. Nays: None. Absent: Aldermen Rader, Geisen. Motion carried.
Chairman Platt moved to approve the August report of the Evergreen Cemetery Clerk as presented. Alderman Allison seconded the motion.
UPON ROLL CALL: Ayes: Aldermen Platt, Dudenbostel, Stumpe, Ohlau, Allison, Blechle. Nays: None. Absent: Aldermen Rader, Geisen. Motion carried.
Pay Estimate #3 to Red Dot Construction & Equipment Rentals Inc. for the Chester Center entrance project was presented. Alderman Platt’s motion to pay $71,676.16 to Red Dot Construction & Equipment Rentals Inc. was seconded by Alderman Allison.

Employee Health Insurance:
Council members were informed by the city clerk that Aetna proposed a 5% increase for renewal of employee health insurance – Employee only $301.88/month; Employee plus spouse, $723.35/month; Employee plus child(ren), $602.61/month; and Family, $963.71/month. The city clerk recommended that the council approve renewal with Aetna effective October 1, continue to set aside $500.00 per employee per month to cover premium cost plus city’s share of deductible (60%), continue with payroll deductions of $210.00 per month for coverage for child(ren), $500.00 per month for family coverage, $250.00 per month for spouse coverage and continue to use Castia RX for pharmacy benefits. Alderman Platt so moved, and Alderman Blechle seconded the motion. UPON ROLL CALL: Ayes: Aldermen Platt, Dudenbostel, Stumpe, Ohlau, Allison, Blechle. Nays: None. Absent: Aldermen Rader, Geisen. Motion carried.
Employee Dental, Vision and Life Insurance:
Einstein Consulting Group received quotes from various dental insurance providers and recommend changing our dental and life insurance coverage to Unum. Unum is offering dental, vision and life insurance coverage for employees for $34.31/month per employee. This would allow the city to offer vision coverage to employees and save 8 cents/month per employee. Alderman Blechle so moved, Alderman Ohlau seconded the motion. UPON ROLL CALL: Ayes: Aldermen Platt, Stumpe, Ohlau, Allison, Dudenbostel, Blechle. Nays: None. Absent: Aldermen Geisen, Rader. Motion carried.
ORDINANCE #1718 – AN ORDINANCE OF THE CITY OF CHESTER, RANDOLPH COUNTY, ILLINOIS, ANNEXING CERTAIN REAL ESTATE LYING IMMEDIATELY ADJACENT TO AND CONTIGUOUS TO THE CORPORATE LIMITS OF THE CITY OF CHESTER:
Attorney Kerkhover presented Ordinance #1718 which annexes a portion of property located directly behind Craig Manor into city limits. Southern Illinois Solar Energy III Inc. purchased the property and will be placing solar panels on the property to supply Craig Manor. Alderman Platt moved to approve Ordinance #1718 and Alderman Blechle seconded the motion.
UPON ROLL CALL: Ayes: Aldermen Platt, Dudenbostel, Stumpe, Ohlau, Allison, Blechle. Nays: None. Absent: Aldermen Rader, Geisen. Motion carried.
Oil and Chip – Streets:
J.T. Blankinship Inc. prepared oil and chip pricing for Cole Place (Rt. 3 to city limits), Third Street, Fairway Lane and Lochhead Drive. Alderman Blechle advised that one coat of oil and chip would cost $14,049.00 for the four streets. If the total amount is under $25,000.00, the project does not have to be bid and the city can contact Illini Asphalt to complete the work. Alderman Blechle requested the aldermen report streets, alleys and sidewalks within their wards that need oiled and chipped. Discussion ensued. Alderman Blechle moved to oil and chip the four streets for $14,049.00 and Alderman Stumpe seconded the motion.
