Monroe County Board of County Commissioners met Oct. 7.
Here is the minutes provided by the Board:
The meeting of the Board of County Commissioners of Monroe County, Illinois was called to order at 8:15 a.m. Chairman Robert Elmore and Commissioner Vicki Koerber were present.
Others present included County Clerk Jonathan McLean, Sheila Wetzler, along with Press Corps representative Alan Dooley of the Waterloo Republic Times. Also, present were Pat Kelly, Greg Meyer, Melinda Meyer, and George Green.
The meeting opened with the Pledge of Allegiance.
Roll call was taken by County Clerk Jonathan McLean. There being a quorum present, the meeting was called to order by Chairman Elmore.
Chairman Elmore asked for public comment. There were no public comments.
Chairman Elmore and the Board welcomed members of the Monroe County 4H Club - Lexi Mueller, Megan Vogt and Logan Henerfauth, along with their leader Kelly Brandt. A proclamation announcing 4H week was read by the Chairman. A short discussion about recent 4H activities was had among the 4H members and the Board.
Joe Leicht of the Monroe County Independent and Jim Crowe arrived at 8:19 a.m.
Commissioner Ron Schultheis came to the meeting at 8:25 a.m.
Commissioner Koerber made a motion to approve the September 3, 2019 regular Board meeting minutes. Second by Commissioner Schultheis. All voting Aye. None Nay. None Absent. Motion carried.
The Board was presented with a list of Accounts Payable for approval.
The following Accounts Payable having been approved for payment, Commissioner Koerber moved that the same be allowed and that vouchers be issued against their respective funds of the County Treasurer for payment. Second by Chairman Elmore. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Koerber made a motion to pay a bill to Sikich for auditing services out of account #100-11-7510 in the amount of $13,450.00. Second by Commissioner Schultheis. All voting Aye. None Nay. None Absent. Motion carried.
Commissioner Koerber made a motion to approve the September 26, 2019 payroll. Second by Commissioner Schultheis. All voting Aye. None Nay. None Absent. Motion carried.
Circuit Clerk Lisa Fallon and Deputy Circuit Clerk Brenda Hempen came before the Board to present the August and September Circuit Clerk report. Lisa Fallon pointed out that felony cases have increased significantly. Also, her office will start a project to collect fees that are outstanding related to child support. The total outstanding is around $300,000.
Chairman Elmore presented a proclamation declaring October Domestic Violence Awareness Month. A march for peace event will be held on Tuesday at the Courthouse bandstand. A Waterloo police officer will be awarded with a peace award.
Rose Bense, Rosemary Yaekel, and Marie Schroeder came before the Board to discuss the Monroe County Home & Community organization. Chairman Elmore presented a proclamation declaring October 13th through 19th as Home & Community Education Week. The organization meets at the Monroe County Annex.
Howard Heavner, Dennis Knobloch, Kyle Duffy and Dennis Valentine came before the Board to discuss an ordinance to allow for non-highway vehicle use of county roads within the corporate limits of the Village of Valmeyer. There is a 500-foot section of road on Woodland Drive that is county jurisdiction. There is also a county road in the old Valmeyer area on Bluff and 156. County Clerk Jonathan McLean suggested that the county pass on jurisdiction of the 500-foot section of Woodland Drive to Valmeyer. Aaron Metzger said he would investigate that as an option. Commissioner Koerber was concerned about allowing non-highway vehicles in the old Valmeyer area because of tractor trailer traffic. Commissioner Koerber said she heard from a concerned citizen who drives trucks and he suggested that it could be hazardous. County Clerk Jonathan McLean said that he and the State’s Attorney have been researching the matter and they have not had time to draft an ordinance that would address this matter. Additional time will be needed before a county ordinance can be proposed.
Joe Lewis came before the Board to discuss replacing carpet in the State’s Attorney’s office, Judge’s chamber, and in all the rooms on the first floor of the old courthouse. Mr. Lewis presented three bids for the carpet. Mr. Lewis Said that he suggested we go with a bid from Flooring Interiors.
Chairman Elmore said the Board is still looking for someone to serve on the Western Egyptian Board.
Chairman Elmore presented an application for use of the Courthouse bandstand for the Waterloo Trick or Treat on October 31, 2019 from 5:00 p.m. until 9:00 p.m. Commissioner Koerber made a motion to approve. Second by Commissioner Schultheis. All voting Aye. None Nay. None Absent. Motion carried.
Chairman Elmore introduced a resolution to appoint Kim Keckritz to the Mid-America Workforce Investment Board to commence on October 7, 2019 and expire on or when a successor is appointed and has qualified. A motion to approve the resolution was made by Commissioner Koerber. Second by Chairman Elmore. All voting Aye. None Nay. None Absent. Motion carried. Resolution #19-104
County Treasurer Kevin Koenigstein came before the Board to discuss adding a second authorized accountholder on county bank accounts. He suggested that County Clerk Jonathan McLean be added as a second authorized accountholder. Commissioner Koerber and Chairman Elmore agreed and requested that an ordinance be drafted.
County Engineer Aaron Metzger came before the Board at 10:20 a.m.
Mr. Metzger requested that the Board approve a payment to Lake Contracting for $53,921.79 to be paid out of the Township Bridge Fund for bridge work being done in road district #5. Chairman Elmore made a motion to approve. Second by Commissioner Schultheis. All voting Aye. None Nay. None Absent. Motion carried.
Mr. Metzger advised that resurfacing work on Bluff Road at Fountain Gap will be completed by the weekend.
Commissioner Koerber asked Mr. Metzger about the non-highway vehicles using county roads. There was a short discussion about transferring jurisdiction of the 500-foot section of Woodland Drive in the Village of Valmeyer to the Village of Valmeyer. Sheriff Rohlfing came before the Board and said he does not have any concerns regarding this matter, as long as everyone uses common sense and follows the rules established by the Village of Valmeyer.
Mr. Metzger presented his FY2020 budget. A copy of the proposed budget was filed with the County Clerk.
Sheriff Rohlfing came before the Board to discuss a contract between the County of Monroe and the City of Waterloo for coordinated communications services (dispatching). Commissioner Koerber had concerns that the City of Waterloo should be paying for service by the 15th of the following month of service. The contract says that payment is due by the 15th of the month following the date of invoice. Commissioner Koerber said that the time between service and payment is too long. Sheriff Rohlfing said that he is happy that the County now has a contract with the City of Waterloo and said that he is ready to finalize the contract today. Chairman Elmore made a motion to approve the contract. Second by Commissioner Schultheis. Chairman Elmore and Commissioner Schultheis voted Aye. Commissioner Koerber voted Nay. None Absent. Motion carried.
Commissioner Koerber said that there may be changes to the recreational marijuana law this October during the veto session. Lawmakers will be going back to fix some of the problems that have come up since the original bill was pass last Spring. Sheriff Rohlfing said that he anticipates problems no matter what happens in Springfield. Sheriff Rohlfing suggested that the County Board put a public question on the ballot regarding allowing the sale of marijuana in Monroe County.
Commissioner Koerber said that individual financial assistance from FEMA has not been approved for flood victims. Currently, two houses have been condemned in Monroe County. One house is currently pending.
Commissioner Schultheis said he has concerns about hiring a full time IT position. The contract with Americom goes until August 2020 and it is his understanding that we will still have to pay Americom the same amount each month until the contract expires. Commissioner Schultheis said that he thinks we need to wait until August to hire anyone full time and we need to negotiate with Americom for their services since we will have an onsite IT position.
There being no further business to come before the Board, motion to adjourn was made by Commissioner Koerber. Second by Chairman Elmore. All voting Aye. None Nay. None Absent. Motion carried. Meeting was adjourned at 12:17 p.m.
