City of Columbia City Council met Nov. 4.

A. Call Meeting To Order
Mayor Hutchinson and Brownie Scout Chloe Klopmeyer called the City Council of Columbia, Illinois to order at 7:00 P.M.
B. Roll Call
Present: Aldermen Ebersohl, Agne, Niemietz, Roessler, Huch, Holtkamp, and Riddle.
Absent: Alderman Martens.
Quorum present.

1. Small Business Saturday Proclamation
Mayor Hutchinson read the Small Business Saturday Proclamation.

Mayor Hutchinson mention the IML is busy and there are signs of possible pension reform.

I. Consent Agenda
City Clerk Hoeffken read the Consent Agenda.
1. Motion to approve minutes of the Regular City Council Meeting held Monday, October 21, 2019.
2. Motion to authorize the payment of vouchers for the period from October 17, 2019 through October 31, 2019 in the amount of four hundred forty thousand, two hundred fifty-nine dollars and seventy-nine cents ($440,259.79).
Mayor Hutchinson inquired if the Council wished to remove any items prior to a motion. There were none.
Motion: It was moved by Alderman Roessler, and seconded by Alderman Niemietz, to approve the Consent Agenda as read.
Motion Passed.

Motion: It was moved by Alderman Huch, and seconded by Alderman Roessler, to approve the appointment of Van-Lear P. Eckert as Administrative Law Judge for the City of Columbia, Illinois.
Motion Passed.

1. Appointment of Adam P. Jackson as Full-Time Police Officer
Motion: It was moved by Alderman Huch, and seconded by Alderman Holtkamp, to appoint Adam P. Jackson as a full time Police Officer contingent upon satisfying all pre-employment requirements.

Mayor Hutchinson informed the Council that he would entertain a motion to go into Closed Session pursuant to 5ILCS 120/2(C)(1) Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body.
Motion:
It was moved by Alderman Niemietz, and seconded by Alderman Ebersohl, to direct the Mayor to go into Closed Session at 7:07 P.M., pursuant to 5 ILCS 120/2(c)(1) Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body.
