The City Council of Red Bud, Randolph County, Illinois met on Monday, October 7, 2019, at 7:00 P.M. at Red Bud City Hall, City Council Chambers.

Members Present:                            Mayor Tim Lowry, Clem Esker, Curt Guebert, Mike Rheinecker, Bill Hanebutt, Jeremy DeMond, David Friess, Susan Harbaugh

Members Absent:                             Kyle Donjon

           C.        Request from YMCA to Reserve Soccer Fields (Cultural)

Authorization of approval of the request from the YMCA to reserve Ratz Park soccer fields on Monday from 5:30-6:30 P.M. and Saturday mornings from 9:00 A.M.-Noon, from September 9 – October 19, 2019, without fee

Motion made by Council Member Harbaugh, seconded by Council Member Hanebutt, to authorize approval of sponsorship of the October 24, 2019 Regional Leaders Breakfast at the $250 level and authorize sending any city official who wishes to attend, at a fee of $18 each.  The vote was as follows:  Hanebutt, aye; DeMond, aye; Friess, aye; Harbaugh, aye; Esker, aye; Guebert, aye; Rheinecker, aye.  Motion carried.  

3.         Quote from Americom for Server

Motion made by Council Member Harbaugh, seconded by Council Member Rheinecker, to authorize approval to accept the purchase of a server from Americom, in the amount of $7,500.  The vote was as follows:  DeMond, aye; Friess, aye; Harbaugh, aye; Esker, aye; Guebert, aye; Rheinecker, aye; Hanebutt, aye.  Motion carried.

                      1.         Halloween Trick or Treat Hours:  October 31, 2019 – 6-9 P.M.

Motion made by Council Member Hanebutt, seconded by Council Member Friess, to authorize approval to accept Trick or Treat hours from 6-9 P.M. on Thursday, October 31, 2019.  The vote was as follows:  Friess, aye; Harbaugh, aye; Esker, aye; Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye.  Motion carried.  

                      2.         Authorization to Sell Squad Cars on GovDeals

Motion made by Council Member Hanebutt, seconded by Council Member Friess, to authorize approval to sell the four Crown Victoria squad cars on GovDeals.com.  The vote was as follows:  Harbaugh, aye; Esker, aye; Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye; Friess, aye.  Motion carried.  

            D.        Public Works Committee - Meeting September 16, 2019

                      1.         Training Requests – Patty Rieke and Kenny Langrehr

Motion made by Council Member Guebert, seconded by Council Member Harbaugh, to approve authorization to send Patty Rieke and Kenny Langrehr to training entitled “USDI Operator Qualification Plan, New Covered Task List” in Effingham, Il on November 12, 2019 at a cost of $100 & $225, respectively.  The vote was as follows:   Esker, aye; Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye; Friess, aye: Harbaugh, aye.  Motion carried.

Motion made by Council Member Guebert, seconded by Council Member Demond, to authorize approval of the request from Perandoe to reserve Lincoln Park #1 on October 9, 2019, 8:00 A.M. – 2:00 P.M. for a soccer tournament, less fee.   The vote was as follows:   Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye; Friess, aye; Harbaugh, aye; Esker, aye.  Motion carried.

                      2.         Western Egyptian – Application for Raffle License

Council Member Harbaugh thanked the forty plus volunteers who helped clean up and repair the park on October 15th and thank you to Council Member DeMond for organizing the day.
