City of Chester City Council met Oct. 21.

CALL TO ORDER 

The City Council of Chester, Illinois, met in regular session on Monday, October 21, 2019, in the Municipal Building, 1330 Swanwick Street. Mayor Tom Page called the meeting to order at 6:00 p.m.

PLEDGE OF ALLEGIANCE

READING OF MINUTES OF PREVIOUS MEETING

Alderman Ohlau moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Geisen seconded the motion. UPON ROLL CALL: Ayes: Aldermen Ohlau, Rader, Geisen, Allison, Blechle. Nays: None. Absent: Aldermen Platt, Dudenbostel. Motion carried.

CORRESPONDENCE

The following correspondence was acknowledged:

Letter of resignation from Cathy Sauer from the Beautification/Tourism Commission Chester Christian Food Pantry Inc. newsletter dated October 9, 2019 Chester Police Department 2nd Annual Fishing Tournament on Oct. 26th Remembrance Memorial on Oct. 28th at 6:30 a.m. at Chester Memorial Park

Mayor:

Mayor Page advised that discussions continue on the legalization of marijuana.

COMMITTEE REPORTS

Cemetery & Finance Committee (Chairman Platt):

The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment. Alderman Rader moved to approve payment of bills, subject to audit. Alderman Allison seconded the motion. UPON ROLL CALL: Ayes: Aldermen Rader, Geisen, Ohlau, Allison, Blechle. Nays: None. Absent: Aldermen Platt, Dudenbostel. Motion carried.

Alderman Rader presented Pay Estimate #4 payable to Red Dot Construction & Equipment Rentals Inc. for the Chester Turn Lane Project for $90,266.11. Alderman Allison seconded the motion. UPON ROLL CALL: Ayes: Aldermen Rader, Geisen, Ohlau, Allison, Blechle. Nays: None. Absent: Aldermen Platt, Dudenbostel. Motion carried.

Streets & Alleys Committee (Chairman Blechle):

Chairman Blechle advised the oil and chip projects will be done on Thursday, October 24th

Part Time Dispatcher:

Alderman Geisen moved to ratify the action of the council and approve employment for Kayla Laramore as a part-time police dispatcher. Alderman Ohlau seconded the motion. UPON ROLL CALL: Ayes: Aldermen Rader, Geisen, Ohlau, Allison, Blechle. Nays: None. Absent: Aldermen Platt, Dudenbostel. Motion carried.

Part Time Adult Workers:

Alderman Blechle moved to increase the number of hours for the adult workers from 600 to 1,000 hours. Alderman Ohlau seconded the motion. UPON ROLL CALL: Ayes: Aldermen Rader, Geisen, Ohlau, Allison, Blechle. Nays: None. Absent: Aldermen Platt, Dudenbostel. Motion carried.

Police Pension Levy:

Alderman Ohlau moved to levy $141,670.00 in Fiscal Year 2020 for the Police Pension Fund as recommended by Keith Brinkmann, City Auditor. Alderman Geisen seconded the motion. UPON ROLL CALL: Ayes: Aldermen Rader, Geisen, Ohlau, Allison, Blechle. Nays: None, Absent: Aldermen Platt, Dudenbostel. Motion carried.

ORDINANCE #1720 – AN ORDINANCE AMENDING SECTION 28-1-13 OF CHAPTER 28 OF THE REVISED CODE OF ORDINANCES OF THE CITY OF CHESTER, ILLINOIS, RELATING TO PARKS:

Mayor Page presented an Ordinance which eliminates Smith's Landing from the list of city parks. Alderman Allison noted the anchor will be moved from Smith's Landing and will be placed by the new historical markers on the river front. Alderman Ohlau moved to pass Ordinance #1720 and Alderman Rader seconded the motion. UPON ROLL CALL: Ayes: Aldermen Rader, Geisen, Ohlau, Allison, Blechle. Nays: None. Absent: Aldermen Platt, Dudenbostel. Motion carried.

Cooperative Purchasing Program:

City Attorney Kerkhover presented an interlocal contract for cooperative purchasing with H-GAC Buy. H-GCA Buy assists entities with the purchase of goods and services from various companies and completes the bidding process for municipals. Attorney Kerkhover noted the contract can be terminated any time with a thirty-day written notice. Alderman Geisen moved to approve the cooperative purchasing contract with H-GAC Buy. Alderman Blechle seconded the motion. UPON ROLL CALL: Ayes: Aldermen Rader, Geisen, Ohlau, Allison, Blechle. Nays: None. Absent: Aldermen Platt, Dudenbostel. Motion carried.

Fire Department - Pumper Tanker:

Fire Chief Marty Bert presented a quote from Ferrara Fire Apparatus Inc. for a new pumper tanker fire engine for $687,531.00. The company offers a reduction of $28,574.00 for pre-payment. Attorney Kerkhover recommends the purchase of a performance bond for $2,748.00. Alderman Ohlau moved to waive formal competitive bidding and approve the purchase of a pumper tanker from Ferrara Fire Apparatus Inc. and the performance bond for a total of $661,705.00. Alderman Geisen seconded the motion. UPON ROLL CALL: Ayes: Aldermen Rader, Geisen, Ohlau, Allison, Blechle. Nays: None. Absent: Aldermen Platt, Dudenbostel. Motion carried.

Water Purchase Contract - Washington County Water Company:

Attorney Kerkhover presented an amendment to the water purchase contract with

County Water Company. The amendment extends the contract for an additional forty years from January 1, 2020. After Alderman Blechle's inquiry, Attorney Kerkhover advised the rates can still be negotiated each year. Alderman Blechle moved to approve the water purchase contract with Washington County Water Company. Alderman Rader seconded the motion. UPON ROLL CALL: Ayes: Aldermen Rader, Geisen, Ohlau, Allison, Blechle. Nays: None. Absent: Aldermen Platt, Dudenbostel. Motion carried.

ADJOURNMENT

At 6:20 p.m., Alderman Ohlau moved to adjourn the meeting. Alderman Geisen seconded the motion. VOTE: Ayes: Aldermen Ohlau, Rader, Geisen, Allison, Blechle. Nays: None. Absent: Aldermen Platt, Dudenbostel. Motion carried.
