City of Chester City Council met Nov. 18.

CALL TO ORDER

The City Council of Chester, Illinois, met in regular session on Monday, November 18, 2019, in the Municipal Building, 1330 Swanwick Street. Mayor Tom Page called the meeting to order at 6:00 p.m.

PLEDGE OF ALLEGIANCE

READING OF MINUTES OF PREVIOUS MEETING

Alderman Ohlau moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Geisen seconded the motion. UPON ROLL CALL: Ayes: Aldermen Ohlau, Rader, Geisen, Allison, Blechle, Platt, Dudenbostel, Maes. Nays: None. Absent: None. Motion carried.

CORRESPONDENCE

The following correspondence was acknowledged:

Letter of resignation from Steve Jany from the Park Board Tax Revenue Report for the month of October provided by City Clerk Berner City of Chester Christmas Party on October 13th at the Chester Eagle's Club Chester Community Tree Lighting on Dec. 6th at 7:30 p.m.

REPORTS

Mayor:

Mayor Page advised that a Recovery Scope Meeting was held with FEMA to assess the City of Chester's flood damages.

COMMITTEE REPORTS

Cemetery & Finance Committee (Chairman Platt):

The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment. Alderman Platt moved to approve payment of bills, subject to audit, and to include payment for Bert's Auto Service in the amount of $60.00 (fiscal year total, $345.90). Alderman Rader seconded the motion. UPON ROLL CALL: Ayes: Aldermen Rader, Geisen, Ohlau, Allison, Blechle, Platt, Dudenbostel, Maes. Nays: None. Absent: None. Motion carried.

Alderman Platt presented Change Order #1 payable to Red Dot Construction & Equipment Rentals Inc. for the Chester Turn Lane Project for a credit of $2,239.49. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Rader, Geisen, Ohlau, Allison, Blechle, Platt, Dudenbostel, Maes. Nays: None. Absent: None. Motion carried.

Alderman Platt presented Pay Estimate #5 payable to Red Dot Construction & Equipment Rentals Inc. for the Chester Turn Lane Project for $23,989.16. City Engineer Harold Sheffer noted there will be a final pay estimate after striping it complete. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Rader, Geisen, Ohlau, Allison, Blechle, Platt, Dudenbostel, Maes. Nays: None. Absent: None. Motion carried.

Water & Sewer Committee (Chairman Rader):

Chairman Rader presented a sewer bill ($53.85) of Calmon Grannemann, 20 Lincoln Blvd., for adjustment due to a water leak that did not infiltrate the sewer system. His motion to adjust the bill in the usual manner was seconded by Alderman Dudenbostel. UPON ROLL CALL: Ayes: Aldermen Rader, Geisen, Ohlau, Allison, Blechle, Platt, Dudenbostel, Maes. Nays: None. Absent: None. Motion carried.

Economic Development, Chamber & Beautification Committee (Chairman Allison):

Chairman Allison attended an informational meeting on the Monroe-Randolph County Enterprise Zone.

Code Enforcement – Vehicle:

Alderman Platt moved to ratify the action of the council and approve the purchase of a 2008 Cadillac Escalade for the Code Enforcement Officer. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Rader, Ohlau, Blechle, Platt, Dudenbostel, Maes. Nays: Aldermen Geisen, Allison. Absent: None. Motion carried.

Part Time Police Officers:

Chief Helmers introduced and recommends the council approve part time employment for Bradley Gielow, Nick Rinehart and Matthew Holdman. After an inquiry from Alderman Maes, Chief Helmers advised the police department only has one part time officer and would like to have five part time officers on the roster. · Alderman Geisen moved to approve part time employment for Bradley Gielow, Nick Rinehart and Matthew Holdman. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Rader, Geisen, Ohlau, Allison, Blechle, Platt, Dudenbostel, Maes. Nays: None. Absent: None. Motion carried.

Illinois Counties Rick Management Trust:

Alderman Geisen moved to approve the insurance program renewal proposal from Illinois Counties Risk Management Trust in the amount of $348,865.00 effective December 1, 2019 (savings of $4,045.00 from previous year). Alderman Platt seconded the motion. UPON ROLL CALL: Ayes: Aldermen Rader, Geisen, Ohlau, Platt, Dudenbostel, Maes Allison, Blechle. Nays: None. Absent: None. Motion carried.

Janitor – Welcome Center:

Alderman Ohlau moved to ratify the action of the council and approve a pay increase ($12.50 per hour to $13.50 per hour) for Terri Hirte to clean city hall and the welcome center. Alderman Platt seconded the motion. UPON ROLL CALL: Ayes: Aldermen Rader, Geisen, Ohlau, Allison, Blechle, Platt, Dudenbostel, Maes. Nays: None. Absent: None. Motion carried.

Park and Recreation Board:

Per the mayor's recommendation, Alderman Dudenbostel moved to approve the appointment of John Reith to the Park and Recreation Board. Alderman Blechle seconded the motion. UPON ROLL CALL: Ayes: Aldermen Rader, Geisen, Ohlau, Allison, Blechle, Platt, Dudenbostel, Maes. Nays: None, Absent: None. Motion carried.

IDOT Resolution – Sidewalk Removal and Replacement:

Mayor Page presented an Illinois Department of Transportation resolution to appropriate $10,000.00 of Motor Fuel Tax Funds for a sidewalk removal and replacement at 1312

Swanwick Street. After an inquiry from Alderman Allison, Mayor Page advised that the city no longer has a concrete finisher to complete sidewalk projects. Discuss ensued amongst the aldermen regarding liability on the city if these projects are completed by the city's staff. Alderman Platt moved to approve the resolution and Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Rader, Geisen, Ohlau, Allison, Blechle, Platt, Dudenbostel, Maes. Nays: None. Absent: None. Motion carried.

TIF Accounting from Calendar Year 2018 with Respect to Eighteenth Distribution of Property Tax Received by the City of Chester relative to Quality Vending & Distribution Inc.:

Attorney Kerkhover explained the TIF Accounting which provides that 75% of the $2,635.48 which was received by the city due to Quality Vending & Distribution's property tax apportionment equals $1,976.61 which shall be reimbursed to Quality Vending & Distribution. Alderman Blechle moved to approve the TIF Accounting for Quality Vending and Distribution Inc. as explained by Attorney Kerkhover. The motion was seconded by Alderman Dudenbostel. UPON ROLL CALL: Ayes: Aldermen Rader, Geisen, Ohlau, Allison, Blechle, Dudenbostel, Platt, Maes. Nays: None. Absent: None. Motion carried.

TIF Accounting from Calendar Year 2018 with Respect to Eighteenth Distribution of Property Tax Received by the City of Chester relative to Ronald Pechacek, Pamela K. Pechacek and Pechacek Funeral Homes Inc.:

Alderman Blechle moved to approve the TIF Accounting for Calendar Year 2018 relative to Pechacek Funeral Homes Inc. as explained by Attorney Kerkhover. Motion was seconded by Alderman Geisen. UPON ROLL CALL: Ayes: Aldermen Rader, Geisen, Ohlau, Allison, Blechle, Dudenbostel, Platt, Maes. Nays: None. Absent: None. Motion carried.

ADJOURNMENT

At 6:27.p.m., Alderman Ohlau moved to adjourn the meeting. Alderman Geisen seconded the motion. VOTE: Ayes: Aldermen Ohlau, Rader, Geisen, Allison, Blechle, Platt, Dudenbostel, Maes. Nays: None. Absent: None. Motion carried.
