City of Columbia City Council met Nov. 18.

Here is the minutes provided by the Council:

A. Call Meeting to Order

Mayor Hutchinson called the City Council of Columbia, Illinois to order at 7:00 p.m.

B. Roll Call

Present: Aldermen Ebersohl, Agne, Niemietz, Roessler, Huch, Holtkamp, Martens, and Riddle. Absent: None.

Quorum present.

Administrative Staff present:

Those in attendance recited the pledge of Allegiance.

D. Proclamations/Recognitions/Presentations

1. Oath of Office - Police Officers Andrew Allen and Adam Jackson

Mayor Hutchinson administered the Oath of Office to Police Officers Andrew Allen and Adam Jackson.

2. Blu and Officer Degener

Officer Degener introduced Blu, the Police Department's newest narcotics canine. Officer Degener thanked the Ryan Griffin Memorial Fund for financing the purchase.

1. Accounting Manager Interviews

Mr. Brimm informed the Council that initial interviews of Accounting Manager candidates have been conducted and subsequent interviews with the Council will be scheduled for a future meeting.

I. Consent Agenda

City Clerk Hoeffken read the Consent Agenda.

1. Motion to approve minutes of the Regular City Council Meeting held Monday, November 04, 2019

2. Motion to approve minutes of the Closed Session of the City Council held Monday, November 04, 2019

3. Motion to authorize the payment of vouchers for the period from November 1, 2019 through November 14, 2019 in the amount of $992,226.07.

4. Motion to approve the Statement of Funds for September, 2019 as submitted and on file at City Hall.

5. Resolution No. 2019-25 approving an amended Memorandum of Understanding between the City of Columbia, Illinois and the Monroe County Circuit Clerk's Office regarding DigiTicket.

Mayor Hutchinson inquired if the Council wished to remove any items prior to a motion. There were none.

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Holtkamp, to approve the Consent Agenda as read.

Motion Passed.

J. Unfinished Business

1. Engineering Services Agreement - Oates and Associates - Preliminary Engineering for Quarry Road Resurfacing

Motion:

It was moved by Alderman Ebersohl, and seconded by Alderman Huch, to approve an Engineering Agreement with Oates and Associates for preliminary engineering for the Quarry Road Resurfacing, Phase 2 Project.

Motion Passed.

2. CRMT General Liability/Workers Compensation Insurance Renewal

Motion:

It was moved by Alderman, Holtkamp and seconded by Alderman Ebersohl, to approve the Illinois Counties Risk Management Trust General Liability Workers Compensation Insurance Renewal for the policy Year December 1, 2019 - December 1, 2020 in the amount of $223,659.00 and approve the appointment of Warma Witter Kreisler and Associates as Broker of Record.

Motion Passed.

3. One Digital Cigna Health Insurance Coverage Renewal

Motion:

It was moved by Alderman Martens, and seconded by Alderman Riddle, to approve the OneDigital proposal for renewal of Cigna Health Insurance Coverage.

Motion Passed.

4. Ordinance No 3482 - Purchase of Real Estate from Center Ice Properties, LLC

Motion:

It was moved by Alderman Martens, and seconded by Alderman Ebersohl, to pass and approve Ordinance No. 3482, an ordinance approving a contract for the purchase of Real Estate from Center Ice Properties, LLC, said real estate having an address of 124 S. Metter Ave. in the City of Columbia, Illinois.

Motion Passed.

K. New Business

There was no new business.

L. Closed Session

Mayor Hutchinson informed the Council that he would entertain a motion to go into Closed Session to discuss:

• 5 ILCS 120/2(c)(5) Purchase or Lease of Real Property for the Use of the Public Body

• 5 ILCS 120/2(c)(6) - Setting of a Price for the sale or Lease of Property Owned by the Public Body

Motion:

It was moved by Alderman Martens, and seconded by Alderman Roessler, to direct the Mayor to go into Closed Session at 7:12 PM to discuss the Purchase or Lease of Real Property for the Use of the Public Body as permitted under 5 [LCS 120/2(c)(5) and the Setting of a Price for the Sale or Lease of Property Owned by the Public Body as permitted under 5ILCS 120/2(c)(6).

Motion Passed.

It was moved by Alderman Riddle, and seconded by Alderman Martens, to adjourn the Regular City Council meeting held Monday, November 18, 2019 at 8:01 PM.
