City of Columbia City Council met Dec. 2.

Minutes of the Regular Meeting of the City Council of the City of Columbia, Illinois held Monday, December 02, 2019 in the Council Room of City Hall.

A. Call Meeting To Order

Mayor Hutchinson called the City Council of Columbia, Illinois to order at 7:00 PM.

B. Roll Call

Present: Aldermen Ebersohl, Agne, Niemietz, Roessler, Holtkamp, Martens, and Riddle. Absent: Alderman Huch. Quorum present.

Administrative Staff present:

City Clerk Wes Hoeffken 

City Attorney Luke Behme 

City Engineer Chris Smith 

City Treasurer Linda Sharp

City Administrator Douglas Brimm 

Chief of Police Jerry Paul 

Dir. Of Community Dev. Scott Dunakey

C. Pledge of Allegiance

Those in attendance recited the pledge of Allegiance. Steven Hixson of Troop 320 led the pledge.

D. Proclamations/Recognitions/Presentations

There were no Proclamations, Recognitions, or Presentations.

E. Public Input

1. City's Electronic Sign Board

Addie Hohman, of Too Blue Boutique, and Deb Lebryr, of Roseberry Farms, expressed concern about the electronic sign board owned and maintained by the City, specifically with regards to Pop-Up shop businesses that are permitted to advertise on the sign. Both guests agreed the Pop-Up Shop is a great concept, but suggested the Council reconsider the rules for the sign, as the regulations currently provide an unfair advantage to outside temporary businesses.

I. Consent Agenda

City Clerk Hoeffken read the Consent Agenda.

1. Motion to approve minutes of the Regular City Council Meeting held Monday, November 18, 2019 

2. Motion to approve minutes of the Closed Session of the City Council held Monday, November 18, 2019

Mayor Hutchinson inquired if the Council wished to remove any items prior to a motion. There were none.

Motion: It was moved by Alderman Holtkamp, and seconded by Alderman Niemietz, to approve the Consent Agenda as read.

Motion Passed.

J. Unfinished Business

1. Approve Appointment of Dylan Verret as F/T Police Officer

Motion: It was moved by Alderman Martens, and seconded by Alderman Niemietz, to accept the recommendation of Chief Paul and approve the appointment of Dylan Verret as a full time Police Officer.

Motion Passed.

2. Ordinance No. 3483 - Appoint Member of Park & Recreation Advisory Board

Motion: It was moved by Alderman Niemietz, and seconded by Alderman Riddle, to pass and approve Ordinance No. 3483, an ordinance providing for the appointment of a replacement member to the Park & Recreation Advisory Board.

Motion Passed.

3. Ordinance No. 3484 - Approve Amendment Plat For Lot 8 - Village of Wernings

Motion: It was moved by Alderman Ebersohl, and seconded by Alderman Holtkamp, to pass and approve Ordinance No. 3484, an ordinance approving a new Grading Plan and Floodplain Easement Amendment Plat for Lot 8 - Village of Wernings Subdivision Phase Four.

Motion Passed.

4. Ordinance No. 3485 – Sign Variance to FCB Bank

Motion: It was moved by Alderman Martens, and seconded by Alderman Roessler, to pass and approve Ordinance No. 3485, an ordinance granting a Sign Variance to FCB Banks for property located at 700 Columbia Centre Drive.

Motion Passed.

K. New Business

There was no New Business brought before the Council.

Closed Session Mayor Hutchinson informed the Council that he would entertain a motion to go into Closed Session to discuss Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body as permitted under SILCS 120/2(c)(1).

Motion: It was moved by Alderman Holtkamp, and seconded by Alderman Martens, to direct the Mayor to go into Closed Session at 7:14 PM to discuss Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body as permitted under 5ILCS 120/2(c)(1),

Motion Passed.

Motion: it was moved by Alderman Agne, and seconded by Alderman Martens, to return to Regular Session of the City Council at 8:12 PM.
