City of Red Bud City Council met Nov. 4.

B.Request from NHS for Krispy Kreme Sales on November 9, 2019 (Cultural)

Authorization of approval of request from RBHS National Honor Society to sell Krispy Kreme donuts at the 4-way on Saturday, November 9, 2019, from 7-11 A.M.

C.Holiday Lighting Coupon (Public Works)

Authorization of approval of the $10 holiday coupon for residential customers participating in holiday outdoor lighting

Motion made by Council Member Donjon, seconded by Council Member Guebert, to approve under the omnibus designation, the consent agenda items A through E. The vote was as follows: Hanebutt, aye; DeMond, aye; Friess, aye; Donjon, aye; Harbaugh, aye; Guebert, aye; Rheinecker, aye. Motion carried.

D.Sewer Credit – 541 Catherine Drive (Public Works)

Authorization of approval of the request from Doug Althoff to credit the sewer bill at 541 Catherine Drive in the amount of $86.52, for a water leak that did not enter the sewer system

Motion made by Council Member Donjon, seconded by Council Member Guebert, to approve under the omnibus designation, the consent agenda items A through E. The vote was as follows: Hanebutt, aye; DeMond, aye; Friess, aye; Donjon, aye; Harbaugh, aye; Guebert, aye; Rheinecker, aye. Motion carried.

E.Meter Reading Position (Public Works)

Approval of authorization to hire June Kezely as part-time meter reader at the rate of $12.35/hour, contingent on physical and drug test

Motion made by Council Member Guebert, seconded by Council Member Rheinecker, to authorize approval of the CenterPoint Energy 2019-2020 Gas Sales Exhibits as presented. The vote was as follows: DeMond, aye; Friess, aye: Donjon, aye; Harbaugh, aye; Guebert, aye; Rheinecker, aye; Hanebutt, aye. Motion carried.

2.MRT Rate Case Settlement – Potential Executive Session

The proposed MRT Rate Case Settlement was promised to Attorney Ray on Friday, but he has not received it yet, therefore, it will be moved to the November committee meetings.

1.Holiday Lighted Parade Letter of Request and Parade Route Resolution

Motion made by Council Member Donjon, seconded by Council Member Guebert, to authorize approval of the request as listed, from the Red Bud Chamber of Commerce for the lighted parade on Friday, November 29, 2019. The vote was as follows: Friess, aye; Donjon, aye; Harbaugh, aye Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye. Motion carried.

J.Recreational Facilities Committee – Meeting October 21, 2019

1.IDNR Grant Opportunity – Sports Complex Bathrooms

Council Member Friess proposed the possibility of a grant to upgrade the sports complex bathrooms. This is moved to the November committee agenda to gather more information and for further discussion.

Eckart also commented that the RBAA has been discussing updating the sports complex concession building and he directed them to work with the Parks and Recreation Committee and add it to the five-year plan.

A.Review of November Calendar

The November 18th committee meetings will commence at 6:00 P.M.

B.Other Comments

Superintendent Eckart said that he had notified the residents that work has begun on the Vices new water service and asked that people avoid the area.

Mary Koester from North County News, asked when the decision was made to change the starting time of tonight’s meeting from 7:00 to 6:00 P.M. Ms. Koester said she had contacted the Illinois Prosecuting Attorney and both felt that this was a potential violation of the Open Meetings Act, because there was not adequate notice given of the change.

Motion made at 6:11 P.M. by Council Member Hanebutt, seconded by Council Member DeMond, to adjourn the meeting. The vote was as follows: all ayes. Motion carried.
