City of Du Quoin City Council met November 12

City of Du Quoin City Council met Nov. 12.

Here is the minutes provided by the council:

Invocation:

Reverend Lon McPherson of Liberty Church gave the invocation.

Call to Order:

Mayor Alongi called the meeting to order at 6 p.m. with the following individuals present: Commissioners Jill Kirkpatrick, Charles Genesio, and Michael Ward. City staff included City Attorney Aaron Atkins, City

Treasurer Stephanie Cravens, and City Clerk Andrew Croessman.

Previous Meeting Minutes:

The Council approved the open session Council minutes of the October 28th meeting.

Motion: Commissioner Kirkpatrick 

Second: Commissioner Ward

Ayes: All 

Nays: None

Approval of Bills:

The Council approved payment of the bill list.

Motion: Commissioner Kirkpatrick 

Second: Commissioner Ward

Ayes: All 

Nays: None

Proclamations:

City Attorney Aaron Atkins read a Proclamation Recognizing National American Indian Heritage Month for the Daughters of the American Revolution (DAR).

Ordinances:

A. 2019-O10-06: An Ordinance Adopting a Policy and Procedure on Qualification Based Selection for Civil Engineering Services. This Ordinance ensures that the City is compliant with Federal and State grant guidelines on procuring engineering services. The Council gave final approval.

Second: Commissioner Genesio

Ayes: All 

Nays: None

Resolutions:

A. 2019-R11-01: A Resolution Authorizing Condemnation of 338 South Division Street. The Council gave final approval.

Nays: None

Commissioners’ Comments:

The City Council thanked the City’s first responders and congratulated all the Du Quoin fall sports teams on their successful seasons.

Mayor Alongi said that if Perry County puts an additional half-cent sales tax on the April ballot that he would oppose it again. Lastly, he promoted the City Christmas Tree Lighting on December 2nd and Cookies with Santa on December 12th.

Public Comment:

None.

Executive Session:

The City Council gave approval to enter executive session at 6:23 p.m. pursuant to Section 2 (c) (5) of the Open Meetings Act for the purpose of discussing the purchase or lease of real property and whether it should be acquired.

Motion: Commissioner Genesio 

Second: Commissioner Ward

Ayes: All 

Nays: None

The City Council gave approval to exit executive session at 7:10 p.m.

Motion: Commissioner Kirkpatrick 

Second: Commissioner Genesio

Ayes: All 

Nays: None

The executive session resulted in no City Council action taken.

Adjournment:

The City Council adjourned at 7:11 p.m.
