City of Du Quoin City Council met Dec. 9.

Here is the minutes provided by the council:

The Minutes of the City Council of the City of Du Quoin, County of Perry, held on this 9th day of December in the year 2019, said meeting held in the Council Chambers of the Du Quoin City Hall.

Invocation:

City Attorney Aaron Atkins gave the invocation.

Call to Order:

Mayor Alongi called the meeting to order at 6 p.m. with the following individuals present: Commissioners Jill Kirkpatrick, Charles Genesio, and Michael Ward. City staff included City Attorney Aaron Atkins, City Treasurer Stephanie Cravens, and City Clerk Andrew Croessman.

Previous Meeting Minutes:

The Council approved the open session Council minutes of the November 25th meeting.

Approval of Bills:

The Council approved payment of the bill list.

Appointments:

The Council accepted the resignation of full-time Dispatcher Tina Tennison effective December 25, 2019.

The Council hired Bryzn Witcher as a full-time Dispatcher effective December 25, 2019 at $17.83 per hour.

The Council hired Tina Tennison as a part-time Dispatcher effective December 25, 2019 at $12.50 per hour.

Ordinances:

A. 2019-O12-01: An Ordinance Levying Taxes for Corporate Expenditures for Fiscal Year 2020. Mr.

Croessman said that the Fire and Police Pension Funds requested $50,109 and $6,638 more in contributions than last year, respectively. This represents a combined increase of 9.1% and brings total Pension Fund contributions to $680,506. Mr. Croessman said that the Budget and Finance Committee approved a property tax increase of 4.9% and that the remaining shortfall of $26,183 would be covered by existing personal property replacement tax revenues. The Council approved for public display.

B. 2019-O12-02: An Ordinance Levying Taxes for Library Expenditures for Fiscal Year 2020. Mr. Croessman said that the Library Board approved a property tax levy of $77,000, which is $1,000 or 1.32% more than last year. The Council approved for public display.

C. 2019-O12-03: An Ordinance Enacting the Budget for Fiscal Year 2020. Commissioner Kirkpatrick said that the Budget and Finance Committee approved the 2020 Budget draft. She thanked the Committee Members and City Supervisors for their help with the Budget. The Council approved for public display.

D. 2019-O12-04: An Ordinance Authorizing the Renewal of the City’s Insurance Package. Mr. Croessman said that the City’s annual property, liability, and workers’ compensation insurance premium is increasing from $176,525 to $186,194, or 5.5%. He said that although the annual premium is increasing slightly, it is a blessing as the City had over $140,000 in claims in 2019. The Council approved for public display.

E. 2019-O12-05: An Ordinance Authorizing a Generator Maintenance Contract with Oakley Services Inc.

Commissioner Genesio said that this Contract provides maintenance for six lift station generators at an annual cost of $3,316. The Council approved for public display.

F. 2019-O12-06: An Ordinance Authorizing a Water Supply Contract with the Village of Dowell.

Commissioner Genesio said that this Contract passes along Rend Lake water rate increases to Dowell customers through 2023. The Council approved for public display.

Resolutions:

A. 2019-R12-01: A Resolution Authorizing Appropriation for Maintenance Costs of Streets and Highways for Fiscal Year 2020. The Council approved for public display.

B. 2019-R12-02: A Resolution Authorizing Clarida & Ziegler Engineering Co. to Perform Engineering Services on Future Grant Projects. The Council gave final approval.

Commissioners’ Comments:

None.

Public Comment:

Joyce Poole addressed the City Council regarding the arrest of Ed Stanley for unpaid fines and his conveyance of property to the City. Ms. Poole said that this situation was her fault and that Mr. Stanley should not be punished. City Attorney Aaron Atkins politely told Ms. Poole that this was a County Court matter, not a City Council matter.
