City of Columbia City Council met Dec. 16.

Here is the minutes provided by the council:

A. Call Meeting To Order

Mayor Hutchinson called the City Council of Columbia, Illinois to order at 7:00 PM.

B. Roll Call

Present: Aldermen Ebersohl, Niemietz, Roessler, Huch, Holtkamp, Martens, and Riddle. Absent: Alderman Agne. Quorum present.

Administrative Staff present:

City Clerk Wes Hoeffken IT Support Mgr James Mitchell

City Administrator Douglas Brimm

C. Pledge of Allegiance

Those in attendance recited the pledge of Allegiance.

D. Proclamations/Recognitions/Presentations

There were no proclamations, recognitions, or presentations.

E. Public Input

There was no public input.

F. Comments & Announcements - Mayor

Mayor Hutchinson informed the Council that he attended the winter IML Board meeting and the Governor was present and provided an overview of the pension legislation he recently signed.

G. Comments & Announcements - Aldermen

There were no Aldermen Comments & Announcements.

H. Comments & Announcements - Department Directors

There were no Department Director Comments & Announcements.

I. Consent Agenda

City Clerk Hoeffken read the Consent Agenda. 

1. Motion to approve minutes of the Regular City Council Meeting held Monday, December 02, 2019 

2. Motion to approve minutes of the Closed Session of the City Council held Monday, December 02, 2019 

3. Motion to authorize the payment of vouchers for the period from November 19, 2019 through December 1, 2019 in the amount of $487,235.68.

4. Motion to authorize the payment of vouchers for the period from December 2, 2019 through December 15, 2019 in the amount of $559,748.45. 

5. Motion to approve the Statement of Funds for the month ending Thursday, October 31, 2019 as submitted and on file at City Hall. 

6. Resolution #2019-26 for Improvement under the Illinois Highway Code (Quarry Road).

Mayor Hutchinson inquired if the Council wished to remove any items prior to a motion. There were none.

Motion: 

It was moved by Alderman Kuch, and seconded by Alderman Ebersohl, to approve the consent Agenda as read.

Motion Passed.

J. Unfinished Business

1. Appointment of Nicole Guile as Full-Time Accounting Manager

Motion: 

It was moved by Alderman Huch, and seconded by Alderman Niemietz, to accept the recommendation of the City Administrator and appoint Nicole Guile to the full-time position of Accounting Manager contingent upon satisfying all pre-employment requirements.

Motion Passed.

Mr. Brimm informed the Council that Ms. Guile's tentative start date is in thirty days.

2. Ordinance No. 3486 - Abate Taxes for Fiscal Year Ending April 30, 2020

Motion: 

It was moved by Alderman Roessler, and seconded by Alderman Martens, to pass and approve Ordinance No. 3486, an ordinance abating certain taxes of the City of Columbia, Monroe and St. Clair Counties, Illinois.

Motion Passed.

3. Ordinance No. 3487 - Levying Taxes for Fiscal Year Ending April 30, 2020

Motion: 

It was moved by Alderman Roessler, and seconded by Alderman Martens, to pass and approve Ordinance No. 3487, an ordinance levying taxes for Fiscal Year ending April 30, 2020.

Motion Passed.

4. Ordinance No. 3488 – Amending Title 9 of Municipal Code Relating to Cannabis

Motion: 

It was moved by Alderman Martens, and seconded by Alderman Huch, to pass and approve Ordinance No. 3488, an ordinance amending Title 9 of the Municipal Code of the City of Columbia relating to the use of cannabis.

Motion Passed.

5. Ordinance No. 3489 - Shared Use Path Construction and Use Easement Dedication

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Ebersohl, to pass and approve Ordinance No. 3489, an ordinance accepting an easement dedication for the construction and use of a Shared Use Path on Columbia Unit District #4 property in the City of Columbia, Illinois.

Motion Passed.

6. Ordinance No. 3490 - Shared Use Path Construction and Use Quit Claim Deed

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Ebersohl, to pass and approve Ordinance No. 3490, an ordinance accepting a Quit Claim Deed from Evangelical St. Paul Cemetery for the construction and use of a Shared Use Path in the City of Columbia, Illinois.

Motion Passed.

It was moved by Alderman Niemietz, and seconded by Alderman Ebersohl, to pass and approve Ordinance No. 3491, an ordinance accepting a Quit Claim Deed from David H. and Carolyn E. Ward for the construction and use of a sidewalk in the City of Columbia, Illinois.

Motion Passed.
