Waterloo Community Unit School District No. 5 Board of Education met Dec. 16.

Here is the minutes provided by the board:

The meeting was called to order by President John Caupert. The following members were present: Kim Ahne, Jo Ellen (Jodi) Burton, John Caupert, Lori Dillenberger, Neil Giffhorn, Gary Most, and James Yaekel Jr. The following administration was present: Superintendent Brian Charron.

The following guest was present: James Moss.

Motion was made by Giffhorn and seconded by Most that an executive closed session be called at 6:03 p.m. to discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.[5 ILCS120/2(c)(1)] Ahne, aye; Burton, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Seven yeas. No nays. Motion passed.

Motion was made by Most and seconded by Yaekel Jr. for the Board to close the executive session at 8:02 p.m. Ahne, aye; Burton, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Seven yeas. No nays. Motion passed.

A PUBLIC HEARING was held at 8:10 p.m. regarding the proposed 2019 tax levy increase for Waterloo Community Unit School District No. 5. Superintendent Brian Charron talked about the levy process, and explained the handout. There were no questions for Superintendent Brian Charron. The Public Hearing was closed at 8:18 p.m.

Motion was made by Most and seconded by Yaekel Jr. to approve the minutes of the November 18, 2019 regular board meeting.

Further, to approve the executive session minutes of the November 18, 2019 regular board meeting.

Further, to employ Kelly Schweitzer, as a full-time special education paraprofessional, for the 2019/2020 school year, effective December 9, 2019.

Further, to employ Linmarie Mantia as a part-time (3-hour) cafeteria worker, for the 2019/2020 school year, effective December 17, 2019, contingent upon the results of a background check and TB test.

Further, to employ Katherine Braun as a full-time custodian, for the 2019/2020 school year, effective January 2, 2020.

Further, to accept a letter of resignation, dated December 10, 2019, from Rushelle Curtis, payroll/accounting clerk, effective December 10, 2019.

Motion was made by Burton and seconded by Ahne to accept the treasurer’s report and student activity reports. There were no investments for November Ahne, aye; Burton, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Seven yeas. No nays. Motion passed.

Motion was made by Burton and seconded by Yaekel Jr. to approve the attached list of bills for November for Waterloo Community Unit School District No. 5 and the payment of the bills for the current month (December). Further, that the District Treasurer, Julie Bradley, be given authority to pay said bills. Ahne, aye; Burton, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Seven yeas. No nays. Motion passed.

Motion was made by Most and seconded by Giffhorn adopt the following resolution establishing the 2019 tax levy:

"The Board of Education of Waterloo Community Unit School District No. 5, Monroe and St. Clair Counties, State of Illinois, ascertained and determined and does hereby ascertain and determine that:

the sum of $11,153,200 must be raised for Educational purposes;

the sum of $2,604,529 must be raised for Operations and Maintenance purposes; 

the sum of $1,018,557 must be raised for Transportation purposes;

the sum of $244,175 must be raised for Working Cash purposes;

the sum of $550,000 must be raised for IMRF-Retirement purposes;

the sum of $550,000 must be raised for Social Security purposes;

the sum of $244,175 must be raised for Fire Prevention/Safety purposes;

the sum of $1,375,000 must be raised for Tort Immunity purposes;

the sum of $203,711 must be raised for Special Education purposes; and

the sum of $244,175 must be raised for Leasing purposes.

NOW, THEREFORE, BE IT RESOLVED that such amounts shall be certified and returned to the County Clerks of Monroe and St. Clair Counties on or before the last Tuesday in December, 2019, and that the President and Secretary of this Board of Education are instructed to sign the Certificate of Tax Levy in the form prescribed by law."

Motion was made by Giffhorn and seconded by Yaekel Jr. to approve the Waterloo High School Course Selection Guide for the 2020/2021 school year, as recommended by the high school administration Ahne, aye; Burton, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Seven yeas. No nays. Motion passed.

Motion was made by Ahne and seconded by Giffhorn to approve the extra-duty assignments, effective for the 2019/2020 school year as per recommendation from the District Athletic Director, Mitch North, and administration Ahne, aye; Burton, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Seven yeas. No nays. Motion passed.
