CHESTER, ILLINOIS

January 21, 2020

CALL TO ORDER   

The City Council of Chester, Illinois, met in regular session in the Municipal Building, 1330 Swanwick Street.  Mayor Tom Page called the meeting to order at 6:00 p.m.

ROLL CALL

PLEDGE OF ALLEGIANCE

READING OF MINUTES OF PREVIOUS MEETING

Alderman Ohlau moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk.  Alderman Geisen seconded the motion.  UPON ROLL CALL:  Ayes:  Aldermen Ohlau, Geisen Platt, Rader, Maes, Allison, Blechle, Dudenbostel.  Nays:  None.  Absent:  None.  Motion carried.

REPORTS

COMMITTEE REPORTS

City Clerk:

The city clerk presented an application for raffle licenses for the Quarterback Club (Chester Sports).  Alderman Allison moved to issue the raffle license and waive the fidelity bond required of the raffle managers.  Alderman Geisen seconded the motion.  UPON ROLL CALL:  Ayes:  Aldermen Platt, Geisen, Dudenbostel, Rader, Maes, Ohlau, Allison, Blechle.  Nays:  None.  Absent: None.  Motion carried. 

Cemetery & Finance Committee (Chairman Platt):

The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment.  Alderman Platt moved to approve payment of bills, subject to audit.  Alderman Dudenbostel seconded the motion.  UPON ROLL CALL:  Ayes:  Aldermen Platt, Geisen, Dudenbostel, Rader, Maes, Ohlau, Allison, Blechle.  Nays:  None.  Absent: None.  Motion carried. 

Water-Sewer Committee (Chairman Rader):

Chairman Rader presented a sewer bill ($127.71) of Kristina Campomizzi, 615 E. Buena Vista, for adjustment due to a water leak that did not infiltrate the sewer system.  Alderman Platt’s motion to adjust the bill in the usual manner was seconded the Alderman Blechle.  UPON ROLL CALL:  Ayes:  Aldermen Platt, Geisen, Dudenbostel, Rader, Maes, Ohlau, Allison, Blechle.  Nays:  None.  Absent: None.  Motion carried. 

DEPARTMENT HEADS:

PUBLIC DISCUSSION  

Shane Wagner informed council members that the Planning Commission is working on an incentive package to go along with the Enterprise Zone to offer local businesses.  The program will be presented to the council at an upcoming meeting.

Beautification/Tourism Committee Appointment:

This item was tabled by Mayor Page.

Inspection and Cleaning of Sanitary Sewer Line:

City Engineer Harold Sheffer presented a quote from Friederich Services, Inc. to televise and deep clean approximately 2,700 feet of the sewer main located on the riverfront.  The pump station and sewer main were flooded for a long period of time and it is recommended that the sewer main be cleaned and inspected to determine if structural damage has occurred.  Alderman Blechle moved to approve the bid from Friederich Services, Inc. for $27,000.00 to inspect and televise the main sewer line on the riverfront. Alderman Rader seconded the motion.  UPON ROLL CALL:  Ayes:  Aldermen Platt, Geisen, Dudenbostel, Rader, Maes, Ohlau, Allison, Blechle.  Nays:  None.  Absent: None.  Motion carried. 

Sangiolo & Baker Masonry LLC:

Alderman Platt moved to approve the bid proposal from Sangiolo & Baker Masonry, LLC for various masonry work at city hall, the old sewer plant and the water plant.   Alderman Geisen seconded the motion.  UPON ROLL CALL:  Ayes:  Aldermen Platt, Geisen, Dudenbostel, Rader, Maes, Ohlau, Allison, Blechle.  Nays:  None.  Absent: None.  Motion carried.

Water Plant – Clearwell Replacement:

Superintendent Tim Crow presented the clearwell inspection report from J.T. Blankinship, Inc.  It is recommended that all critical piping be replaced and relocated out of the clearwell.  Alderman Platt moved to allow J.T. Blankinship, Inc. to solicit bids for the water treatment plant clearwell replacement.  Alderman Dudenbostel seconded the motion.  UPON ROLL CALL:  Ayes:  Aldermen Platt, Geisen, Dudenbostel, Rader, Maes, Ohlau, Allison, Blechle.  Nays:  None.  Absent: None.  Motion carried.

ORDINANCE #1723 – AN ORDINANCE ABATING THE TAX HERETO LEVIED FOR THE YEAR 2019 TO PAY THE PRINCIPAL OF AND INTEREST ON $1,950,000 GENERAL OBLIGATION REFUNDING BONDS (WATERWORKS AND SEWERAGE SYSTEM ALTERNATE REVENUE SOURCE), SERIES 2011, OF THE CITY OF CHESTER, RANDOLPH COUNTY, ILLINOIS:

After explanation by City Attorney Jeff Kerkhover, Alderman Blechle moved to pass Ordinance #1723 abating taxes for the Series 2011 Bonds.  Alderman Rader seconded the motion.  UPON ROLL CALL:  Ayes:  Aldermen Platt, Geisen, Dudenbostel, Rader, Maes, Ohlau, Allison, Blechle.  Nays:  None.  Absent: None.  Motion carried.

ORDINANCE #1724 – AN ORDINANCE ABATING THE TAX HERETO LEVIED FOR THE YEAR 2019 TO PAY THE PRINCIPAL OF AND INTEREST ON $3,795,000 GENERAL OBLIGATION REFUNDING BONDS (WATERWORKS AND SEWERAGE SYSTEM ALTERNATE REVENUE SOURCE), SERIES 2013, OF THE CITY OF CHESTER, RANDOLPH COUNTY, ILLINOIS:

Alderman Platt moved to pass Ordinance #1724 abating taxes for the Series 2013 Bonds.  Alderman Geisen seconded the motion.  UPON ROLL CALL:  Ayes:  Aldermen Platt, Geisen, Dudenbostel, Rader, Maes, Ohlau, Allison, Blechle.  Nays:  None.  Absent: None.  Motion carried.

ORDINANCE #1725 – AN ORDINANCE ABATING THE TAX HERETO LEVIED FOR THE YEAR 2019 TO PAY THE PRINCIPAL OF AND INTEREST ON $1,605,000 GENERAL OBLIGATION REFUNDING BONDS (WATERWORKS AND SEWERAGE SYSTEM ALTERNATE REVENUE SOURCE), SERIES 2015, OF THE CITY OF CHESTER, RANDOLPH COUNTY, ILLINOIS:

Alderman Rader moved to pass Ordinance #1725 abating taxes for the Series 2015 Bonds.  Alderman Platt seconded the motion.  UPON ROLL CALL:  Ayes:  Aldermen Platt, Geisen, Dudenbostel, Rader, Maes, Ohlau, Allison, Blechle.  Nays:  None.  Absent: None.  Motion carried.

At 6:16 p.m., Alderman Ohlau moved to adjourn the meeting.  Alderman Dudenbostel seconded the motion.  VOTE:  Ayes:  Aldermen Ohlau, Dudenbostel, Platt, Maes, Rader, Allison, Geisen, Blechle.  Nays:  None.  Absent:  None.  Motion carried.
