Chester Community Unit School District No. 139 Board of Education met Nov. 25.

President Hammel called the Special Meeting to order at 6:00 p.m.
Members present: Dan Colvis, Trent Vasquez, Tom Welge, Charles Fricke, Lorin Mott, Mitch Hammel. Members absent: Debi Caraway Hearing to consider barring an individual from school property and extracurricular events.
Superintendent Pasero presented the case and evidence to the Board, charging that Angela Mohring had brought false allegations against a district employee in retaliation for what she believed were wrongs against her daughter as a player on the team the employee coached. The most serious allegation being that the employee was involved in an inappropriate relationship with a minor.
Ms. Mohring read a statement to the Board indicating she only brought the charge to the school as a concerned parent and fulfilling her duties as a mandated reporter. Ms. Mohring indicated she did not need to call DCFS due to the current age of the child and indicated she made the police aware the minor in question has since graduated and is now 18 years of age.
Board representative, Barney Mundorf, asked for clarification on issues concerning timing of when she had heard of the alleged relationship, who from, and when she made contact with the school and DCFS. Ms. Mohring disclosed that she checked initially, knowing that the minor was no longer a minor, with the DCFS website and then later after receiving a letter form Superintendent Pasero, calling to confirm that she had no obligation to call. Mr. Mundorf also asked for clarification on why the claim was listed at the end of three pages of complaints about the employee as a coach. Ms. Mohring indicated that it was coincidental. Ms. Mohring stated that she was not certain if she had indicated to administration, the age of the alleged victim. High School Principal Meyer stated she had not indicated the age or the timeframe of the alleged misconduct.
Motion was made by Mr. Welge and seconded by Mr. Vasquez to enter into executive session at 6:29 p.m. to consider evidence or testimony presented in an open hearing, or in a closed hearing where specifically authorized by law, to a quasiadjudicative body as defined in the Open Meetings Act, provided that the body prepares and makes available for public inspection a written decision setting forth its determinative reasoning. Upon roll call Mr. Colvis voted yea, Mr. Vasquez voted yea, Mr. Welge voted yea, Mr. Fricke voted yea, Mr. Mott voted yea, Mr. Hammel voted yea. 6 yea, 0 nay, 1 absent; motion carried.
Motion was made by Mr. Colvis and seconded by Mr. Fricke to return to open session at 7:20 p.m. Upon roll call all members voted yea, 6 yea, 0 nay, 1 absent; motion carried.
Motion was made by Mr. Fricke and seconded by Mr. Welge that the Board finds that the preponderance of the evidence establishes that Angela Mohring knowingly submitted false and/or misleading information to district administrators accusing the certified employee of serious misconduct. The Board hereby bars Angela Mohring from all school district property and all school events, whether home or away, for a period of twelve months from November 8, 2019 through and including November 7, 2020, but she may enter onto school property or attend school events with the prior written permission of the suprintendent under the terms and conditions established by the superintendent. Upon roll call all members voted yea, 6 yea, 0 nay, 1 absent; motion carried.
Motion was made by Mr. Fricke and seconded by Mr. Colvis to adjourn the meeting at 7:23 p.m. Upon roll call all members voted yea, 6 yea, 0 nay, 1 absent; motion carried.
