City of Waterloo City Council met Feb. 3.

Here is the minutes provided by the council:

1. The meeting was called to order by Mayor Smith at 7:30 p.m.

2. The following Aldermen were present: Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller.

3. Pledge of Allegiance by Mayor Tom Smith.

4. Correction or Withdrawal of Agenda Items by Sponsor. None.

5. Approval of Minutes as Written or Amended.

Motion made by Alderman Darter and seconded by Alderman Row to approve the City Council Meeting Minutes from January 20, 2020, 7:30 p.m. Motion passed unanimously with Alderman Darter, Buettner, Row, Heller, Notheisen, Thomas, Hopkins and Trantham voting yea.

6. Petitions by Citizens on Non-Agenda Items. None.

7. Reports and Communications from the Mayor and other City Officers.

A. Report of Collector. No report.

B. Report of Treasurer. No report.

C. Report of Subdivision and Zoning Administrator. No report.

D. Report of Director of Public Works.

Director Birk was absent. A moment of silence observed in honor of the death of Tim’s mother, Frances M. Birk.

E. Report of Chief of Police.

Promotion of Officer Dave Midkiff to Sergeant. Oath of office administered by City Clerk, Barbara Pace.

F. Report of City Attorney. No report.

G. Report and Communication by Mayor.

1. Presentation of Certificate of Commendation to Susan Oerter in recognition of her retirement from the Morrison-Talbot Library. Presentation of Commendation approved unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting yea.

2. Reappointment of Mr. Ron Hagenow to the Zoning Board of Appeals for a 5-Year Term to Expire 02-01-25. Reappointment approved unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting yea.

3. Reappointment of Lt. Col. William Boothman to the Zoning Board of Appeals for a 5-Year Term to Expire 02-01-25. Reappointment approved unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting yea.

10. Presentation of Communications, Petitions, Resolutions, Orders and Ordinances by Aldermen.

A. Consideration and Action on Warrant No. 586.

Motion made by Alderman Darter and seconded by Alderman Buettner to approve Warrant No. 586. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Notheisen, Thomas, Hopkins and Trantham voting yea.

B. Consideration and Action on Downtown Beautification Façade Grant Application from Strellis & Field, Chartered, for their property located at 115 East Mill Street.

Motion made by Alderman Hopkins and seconded by Alderman Notheisen to approve a Downtown Beautification Facade Grant Application from Strellis & Field, Chartered, for their property located at 115 East Mill Street. Motion passed unanimously with Aldermen Hopkins, Trantham, Darter, Buettner, Row, Heller, Notheisen and Thomas voting yea.

C. Consideration and Action on Special Event Permit Application from Philomena + Ruth for their 5-Year Anniversary Celebration to be held on April 26, 2020 from 11:00 a.m. to 6:00 p.m., including the closure of parking lanes in front of 118 and 122 West Mill.

Motion made by Alderman Notheisen and seconded by Alderman Hopkins to approve a Special Event Permit Application from Philomena + Ruth for their 5-Year Anniversary Celebration to be held on April 26, 2020 from 11:00 a.m. to 6:00 p.m., including the closure of parking lanes in front of 118 and 122 West Mill. D. Consideration and Action on Special Event Permit Application from Stubborn German Brewing Co. for their Annual Stubbornfest Celebration to be held on October 2, 2020 at 3:00 p.m. through October 3, 2020 at 11:00 p.m., including the closure of Main Street from Mill Street to the Alley South of Stubborn German Brewery.

Motion made by Alderman Notheisen and seconded by Alderman Heller to approve a Special Event Permit Application from Stubborn German Brewing Co. for their Annual Stubbornfest Celebration to be held on October 2, 2020 at 3:00 p.m. through October 3, 2020 at 11:00 p.m., including the closure of Main Street from Mill Street to the alley south of Stubborn German Brewery. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting yea.

E. Consideration and Action on Ad to be placed in the Tourism Times Spring/Summer Issue in the amount of $780.00 to be paid out of the Hotel/Motel Tax Fund.

Motion made by Alderman Thomas and seconded by Alderman Hopkins to approve Ad to be placed in the Tourism Times Spring/Summer Issue in the amount of $780.00 to be paid out of the Hotel/Motel Tax Fund. Motion passed unanimously with Aldermen Thomas, Hopkins, Trantham, Darter, Buettner, Row, Heller and Notheisen voting yea.

13. Discussion of Matters by Council Members Arising After Agenda Deadline.

Alderman Notheisen reminded the Council of the Garden Club Meeting Tuesday, February 4, 2020 on the 3rd floor of City Hall: Learn How to Cook with Herbs.

Alderman Heller stated that on Wednesday, February 5, 2020 all orders at Applebee’s will donate 10% of each bill to the Veterans.

14. Motion to Adjourn made by Alderman Buettner and seconded by Alderman Notheisen. Motion passed with unanimous voice vote. Mayor Smith adjourned the meeting at 7:45 p.m.
