City of Du Quoin City Council met Nov. 25.

Here is the minutes provided by the council:

Minutes:

The Minutes of the City Council of the City of Du Quoin, County of Perry, held on this 25th day of November in the year 2019, said meeting held in the Council Chambers of the Du Quoin City Hall.

Invocation:

City Attorney Aaron Atkins gave the invocation.

Call to Order:

Mayor Alongi called the meeting to order at 6 p.m. with the following individuals present: Commissioners Jill Kirkpatrick, Charles Genesio, Michael Ward, and Robert Karnes. City staff included City Attorney Aaron Atkins and Deputy City Clerk Shannon Jones.

Previous Meeting Minutes:

The Council approved the open session Council minutes of the November 12th meeting.

The Council approved and released the executive session Council minutes of the November 12th meeting.

Treasurer’s Report:

Treasurer’s Report for the period October 1 through October 31, 2019: Commissioner Kirkpatrick said that the Governmental Funds had revenues of $397,779 versus $934,618 in expenses for a negative change in fund balance of $536,840. However, she said that there was a Fire and Police Pension Fund contribution of $399,753 so the negative change was actually $137,086. On the business side, she said that the Water Funds had revenues of $223,332 and expenses of $241,885 for a negative change in fund balance of $18,553. Lastly, she said that total cash for all City funds less accounts payable and payroll increased by 6.3% or $139,660 from $2.22 million to $2.36 million on a year over year basis. The Council approved the Treasurer’s Report for October, 2019.

Public Agenda:

Mayor Alongi opened discussion regarding the City purchasing the old P.R. Mallory building for $259,000. He said that the City needs additional storage space for equipment and Christmas decorations, and that this could be an affordable option with the two other tenants in the building providing the City with rental income. Commissioner Kirkpatrick had issue with the City being a landlord, the City’s demand for that much storage space, and the purchase price when it previously sold for $100,000. Commissioner Ward said that the building needs to be inspected and that he also had issue with the purchase price. Commissioner Genesio said that the City needs additional storage space and is ok with the purchase price. He added that he even budgeted $14,700 in his budget for new overhead doors. Commissioner Karnes said that the building would be good for storing equipment, but that he did not want the purchase rushed. He also said that he wanted to personally evaluate the building. The Council approved forming a committee comprised of Commissioners Kirkpatrick and Genesio, and Attorney Matthew Benson to come to an agreement within 60 days on whether to purchase the building or not.

A. 2019-R11-02: A Resolution Authorizing Condemnation of 527 West McLean Street. The Council gave final approval.

Commissioners’ Comments:

Commissioner Ward expressed his condolences to the family of Matt Coffel due to the unexpected passing of his father.

Commissioners Ward and Karnes congratulated Murphysboro and Nashville football teams on making it to their championship games.

Commissioner Kirkpatrick wished everyone a happy Thanksgiving.

Mayor Alongi wished everyone a happy Thanksgiving. Second, he promoted the City’s annual Christmas tree blessing on December 2, 2019 at 6:30 p.m. Lastly, he thanked all those that helped decorate the City’s Downtown and the State’s Fairgrounds for Christmas.
