Monroe County Board of County Commissioners met December 5

Monroe County Board of County Commissioners met Dec. 5.

Here is the minutes provided by the board:

The meeting of the Board of County Commissioners of Monroe County, Illinois was called to order at 8:37 a.m. Chairman Robert Elmore and Commissioner Vicki Koerber were present. Commissioner Schultheis was present by telephone.

Others present included County Clerk Jonathan McLean, Sheila Wetzler, Scott Woodcock with the Republic-Times, and State’s Attorney Chris Hitzemann.

The meeting opened with the Pledge of Allegiance.

Roll call was taken by County Clerk Jonathan McLean. There being a quorum present, the meeting was called to order by Chairman Elmore.

Keith Slusser and Shawn Williamson came before the Board to present the Annual Financial Report for the Year Ended November 30, 2018. During the presentation, there were several items discussed. They included: accrued sick and vacation time liabilities, the net worth of the County being $35,000,000, a review of process of paying bills and invoices, procedures of tracking federal grants, discontinue use of signature stamps, and consolidation of credit cards. The management letter was also reviewed and recommendations were presented for review and discussion. A copy of the annual audit and management letter was filed with the County Clerk.

The Board was presented with a list of Accounts Payable for approval.

The following Accounts Payable having been approved for payment, Commissioner Koerber moved that the same be allowed and that vouchers be issued against their respective funds of the County Treasurer for payment. Second by Chairman Elmore. All voting Aye. None Nay. None Absent. Motion carried.

Chairman Elmore asked for public comments. There were no public comments.

There was a brief discussion about the accrued sick time policy for county employees and if the county should cap the amount of sick time employees can carry over or if they should continue to allow employees to carry over an unlimited amount of sick time each year. It was noted the county does not pay the employee at the end of their employment for unused sick time. Instead, unused sick time can be used towards additional months of service credit with the IMRF pension. Commissioner Koerber asked State’s Attorney Chris Hitzemann to discuss the current sick time accrual policy with the county labor attorney, Rhett Barke, to get his opinion.

There being no further business to come before the Board, motion to adjourn was made by Commissioner Koerber. Second by Chairman Elmore. All voting Aye. None Nay. None Absent. Motion carried.
