The Minutes of the City Council of the City of Du Quoin, County of Perry, held on this 13th day of January in the year 2020, said meeting held in the Council Chambers of the Du Quoin City Hall. Invocation:
Reverend Jane Shelton of St. Johns United Church of Christ gave the invocation.
Call to Order:
Mayor Alongi called the meeting to order at 6 p.m. with the following individuals present:
Commissioners Charles Genesio, Michael Ward, and Robert Karnes. City staff included City Attorney Aaron Atkins, City Treasurer Stephanie Cravens, and City Clerk Andrew Croessman.

A. 2020-R01-01: A Resolution Authorizing the Submission of a Grant Application to the United States Department of Commerce Economic Development Administration Authorizing the Mayor and City Clerk to Act as the Authorized Representatives and Pledging Local Matching Funds. The Council gave final approval.

B. 2020-R01-02: A Resolution Authorizing a Loan to the Du Quoin Community Development Corporation (DCDC) in Furtherance of a Project Benefitting Slainte Real Estate, LLC. Mayor Alongi read a press release on the $7 million hemp oil production facility. City Economic Developer Jeff Ashauer said that the developers have requested tax increment financing (TIF) assistance of $250,000. Mr. Ashauer said that this Resolution loans $150,000 from City Investment Pool funds to DCDC to Slainte Real Estate, LLC. He said that the City loan would be repaid by TIF over 10 years at 3% interest regardless of a default. The Council approved for public display.

C. 2020-R01-03: A Resolution Authorizing a Redevelopment Agreement between the City of Du Quoin and Slainte Real Estate, LLC on Behalf of the Redevelopment at 300 Bakery Boulevard. This Resolution authorizes TIF to pay the $150,000 City loan. The Council approved for public display.

D. 2020-R01-04: A Resolution Authorizing a Redevelopment Agreement between the City of Du Quoin and Slainte Real Estate, LLC on Behalf of the Redevelopment at 300 Bakery Boulevard. This Resolution authorizes TIF to pay the $100,000 Du Quoin State Bank loan. The Council approved for public display.

E. 2020-R01-05: A Resolution Authorizing the Purchase of a Wastewater Treatment Plant Influent Pump Rebuild. Commissioner Genesio said that the Treatment Plant needs to have one of its large influent pumps rebuilt at a cost not to exceed $13,600. The Council gave final approval.

The Council thanked Mr. Croessman for his service and wished him the best in Texas.
Mayor Alongi thanked Mr. Ashauer for his work on the hemp oil production facility. He also said that Commissioner Kirkpatrick would be contacting the Council to discuss filling the City Clerk vacancy.
