City of Du Quoin City Council met Dec. 23.

Minutes:

The Minutes of the City Council of the City of Du Quoin, County of Perry, held on this 23rd day of December in the year 2019, said meeting held in the Council Chambers of the Du Quoin City Hall.

Invocation:

City Attorney Aaron Atkins gave the invocation.

Call to Order:

Mayor Alongi called the meeting to order at 6 p.m. with the following individuals present: Commissioners Jill Kirkpatrick, Charles Genesio, Michael Ward, and Robert Karnes. City staff included City Attorney Aaron Atkins, City Treasurer Stephanie Cravens, and City Clerk Andrew Croessman.

Previous Meeting Minutes:

The Council approved the open session Council minutes of the December 9th meeting.

Treasurer’s Report:

Treasurer’s Report for the period November 1 through November 30, 2019: Treasurer Stephanie Cravens said that the Governmental Funds had revenues of $566,262 versus $403,340 in expenses for a positive change in fund balance of $162,921. However, she said that there was a Fire and Police Pension Fund payable of $196,051 so the change was actually negative $33,130. On the business side, she said that the Water Funds had revenues of $207,533 and expenses of $158,051 for a positive change in fund balance of $49,482. Lastly, she said that total cash for all City funds less accounts payable and payroll increased by 11% or $259,113 from $2.35 million on a year over year basis. The Council approved the Treasurer’s Report for November, 2019.

The Council hired Amy James as a full-time Utility Clerk effective January 1, 2020 at $17.35 per hour.

The Council approved the 2020 City Council meeting schedule.

A. 2019-O12-01: An Ordinance Levying Taxes for Corporate Expenditures for Fiscal Year 2020. The Council gave final approval.

B. 2019-O12-02: An Ordinance Levying Taxes for Library Expenditures for Fiscal Year 2020. The Council gave final approval.

C. 2019-O12-03: An Ordinance Enacting the Budget for Fiscal Year 2020. The Council gave final approval.

D. 2019-O12-04: An Ordinance Authorizing the Renewal of the City’s Insurance Package. The Council gave final approval.

E. 2019-O12-05: An Ordinance Authorizing a Generator Maintenance Contract with Oakley Services Inc. The Council gave final approval.

F. 2019-O12-06: An Ordinance Authorizing a Water Supply Contract with the Village of Dowell. The Council gave final approval.

A. 2019-R12-01: A Resolution Authorizing Appropriation for Maintenance Costs of Streets and Highways for Fiscal Year 2020. The Council gave final approval.

Commissioners’ Comments:

The Council thanked their respective departments for their work. They also wished everyone a merry Christmas and happy new year.

Public Comment:

None.

Executive Session:

The Council gave approval to enter executive session at 6:23 p.m. pursuant to Section 2 (c) (2) of the Open Meetings Act for the purpose of collective negotiating matters between the public body and its employees or their representatives.
