Waterloo Community Unit School District 5 Board of Education met Jan. 27.

Here is the minutes provided by the board:

The meeting was called to order by Vice-President Jo Ellen (Jodi) Burton. The following members were present: Kim Ahne, Jo Ellen (Jodi) Burton, Lori Dillenberger, Neil Giffhorn, Gary Most, and James Yaekel Jr. John Caupert participated during the beginning portion of the executive session, but was absent for the remainder of the meeting. The following administration was present: Superintendent Brian Charron; Special Education Coordinator Julie Bender; District Curriculum Coordinator Johnathan Schmieg; Principals: Lori Costello, Alan Guehne, Christine Osterhage, Nicholas Schwartz, and Jessica Washausen; and Athletic Director & HS Dean of Students Mitchell North.

The following guests were present: Tim Downen, John Layton, and James Moss.

Motion was made by Giffhorn and seconded by Ahne that an executive closed session be called at 6:10 p.m. to discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity; and further, discussion of minutes of meetings lawfully closed under the Open Meetings Act, for semi-annual review of the minutes as mandated by Section 2.06. [5 ILCS 120/2(c)(1)(21)] Ahne, aye; Caupert, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Burton, aye. Seven yeas. No nays. Motion passed.

Motion was made by Giffhorn and seconded by Most for the Board to close the executive session at 7:33 p.m. Ahne, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Burton, aye. Six yeas. No nays. One absent. Motion passed.

Motion was made by Ahne and seconded by Yaekel Jr. to approve the minutes of the December 16, 2019 regular board meeting and the January 20, 2020 special board meeting Further, to approve the executive session minutes of the November 18, 2019 regular board meeting.

Further, to approve the executive session minutes of the December 16, 2019 regular board meeting and the January 20, 2020 special board meeting; and further, to make public certain executive session minutes from July 2019 through December 2019 according to the requirements of Illinois law; and further, to enact Board Policy 2:220 - Board of Education Meeting Procedures - entitled "Verbatim Record of Closed Meetings", to destroy and destruct the audio recordings of all closed meetings after 18 months have passed since being made which would include all closed meetings prior to June of 2018.

Further, to re-assign Stacy Snodgrass as the District Accounting/Payroll Clerk, for the 2019/2020 school year, effective January 6, 2020.

Further, to employ Sheri Jones, as an administrative assistant II, for the 2019/2020 school year, effective January 29, 2020.

Further, to accept a letter of resignation, dated January 10, 2019, from Alana Bready, special education teacher, effective at the end of the 2019/2020 school year.

Further, to accept a letter of resignation, dated January 21, 2020, from Megan Marlin, special education paraprofessional, effective immediately.

Further, to accept an irrevocable letter of retirement, dated December 6, 2019, from Dena Yearian in accordance with the contract Agreement Between the Board of Education of Waterloo Community Unit School District No. 5 and the Waterloo Classroom Teachers' Association (W.C.T.A.), as stated in Article IX, Section 9.10, Severance Incentive, effective at the end of the 2023/2024 school year.

Further, to approve the 2019/2020 seniority lists for non-teaching personnel.

Motion was made by Most and seconded by Yaekel Jr. to accept the treasurer’s report and student activity reports. There were no investments for December. Ahne, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Burton, aye. Six yeas. No nays. One absent. Motion passed.

Motion was made by Ahne and seconded by Most to approve the attached list of bills for December for Waterloo Community Unit School District No. 5 and the payment of the bills for the current month (January). Further, that the District Treasurer, Julie Bradley, be given authority to pay said bills. Ahne, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Burton, aye. Six yeas. No nays. One absent. Motion passed.

Motion was made by Most and seconded by Giffhorn to set the 2019/2020 Waterloo High School Graduation date for Sunday, May 17, 2020, at 3:00 p.m., in the Waterloo High School Gymnasium. Ahne, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Burton, aye. Six yeas. No nays. One absent. Motion passed.

Motion was made by Most and seconded by Giffhorn to adopt a resolution to prohibit sexual harassment. Ahne, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Burton, aye. Six yeas. No nays. One absent. Motion passed.

Motion was made by Yaekel Jr. and seconded by Dillenberger to award bid for parking lot improvements at Zahnow Elementary and Rogers Elementary to L. Keeley Construction, in the amount of $263,745.00. Ahne, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Burton, aye. Six yeas. No nays. One absent. Motion passed.
