City of Chester City Council met Feb. 3.

I.CALL TO ORDER
The City Council of Chester, Illinois, met in regular session in the Municipal Building, 1330 Swanwick Street. Mayor Tom Page called the meeting to order at 6:00 p.m.

Alderman Ohlau moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Geisen seconded the motion. UPON ROLL CALL: Ayes: Aldermen Ohlau, Geisen Platt, Rader, Maes, Allison, Blechle. Nays: None. Absent: Alderman Dudenbostel. Motion carried.

VI.REPORTS
Mayor:
Mayor Page announced that he conducted his first marriage in the council room this past weekend. Secondly, Mayor Page advised the next council meeting will be on February 10th in place of the scheduled meeting on February 18th.
City Clerk:
The city clerk presented an application for raffle licenses for St. Mary’s Catholic School. Alderman Geisen moved to issue the raffle license and waive the fidelity bond required of the raffle managers. Alderman Ohlau seconded the motion. UPON ROLL CALL: Ayes: Aldermen Ohlau, Geisen Platt, Rader, Maes, Allison, Blechle. Nays: None. Absent: Alderman Dudenbostel. Motion carried.

VII.COMMITTEE REPORTS
Cemetery & Finance Committee (Chairman Platt):
The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment. Alderman Platt moved to approve payment of bills, subject to audit, and to include payment to Andy’s Auto Body of Chester Inc. in the amount of $375.00 (fiscal year total, $375.00). Alderman Rader seconded the motion. UPON ROLL CALL: Ayes: Aldermen Platt, Geisen, Rader, Maes, Ohlau, Allison, Blechle. Nays: None. Absent: Alderman Dudenbostel. Motion carried.
Chairman Platt moved to approve the January report of the Evergreen Cemetery Clerk as presented. Alderman Rader seconded the motion. UPON ROLL CALL: Ayes: Aldermen Platt, Geisen, Rader, Maes, Ohlau, Allison, Blechle. Nays: None. Absent: Alderman Dudenbostel. Motion carried.
Invoice #20345 payable to J. T. Blankinship Inc. for engineering services for the 2019 Motor Fuel Tax maintenance program was presented. Chairman Platt’s motion to pay $8,336.21 to J. T. Blankinship Inc. was seconded by Alderman Rader. UPON ROLL CALL: Ayes: Aldermen Platt, Geisen, Rader, Maes, Ohlau, Allison, Blechle. Nays: None. Absent: Alderman Dudenbostel. Motion carried.
Water-Sewer Committee (Chairman Rader):
Chairman Rader presented a sewer bill (16.74) of Eric Bryant, 1115 Brenda, for adjustment due to a water leak that did not infiltrate the sewer system. Chairman Rader’s motion to adjust the bill in the usual manner was seconded by Alderman Blechle. UPON ROLL CALL: Ayes: Aldermen Platt, Geisen, Rader, Maes, Ohlau, Allison, Blechle. Nays: None. Absent: Alderman Dudenbostel. Motion carried.
Economic Development, Chamber & Beautification Committee (Chairman Allison):
Chairman Allison advised the Planning Commission will be presenting an incentive package for local businesses at an upcoming council meeting.

Chief of Police (Robert Helmers):
Chief Helmers summarized the monthly status report.
Fire Chief (Marty Bert):
Chester Fire Department responded to one call during the month of January. Secondly, Chief Bert advised the department is applying for a small equipment grant.

Auxiliary Firefighters:
Chief Bert introduced and recommended the council approve Ricky Casten and Tyson Holley as auxiliary firefighters. Alderman Geisen moved to approve Ricky Casten and Tyson Holley as auxiliary firefighters. Alderman Ohlau seconded the motion. UPON ROLL CALL: Ayes: Aldermen Platt, Geisen, Rader, Maes, Ohlau, Allison, Blechle. Nays: None. Absent: Alderman Dudenbostel. Motion carried.
Quivey Sanitation Inc.:
Alderman Platt moved to approve the five-year proposal from Quivey Sanitation Inc. to provide residential garbage collection for the city and authorize City Attorney to prepare the solid waste collection contract. Alderman Ohlau seconded the motion. UPON ROLL CALL: Ayes: Aldermen Platt, Geisen, Rader, Maes, Ohlau, Allison, Blechle. Nays: None. Absent: Alderman Dudenbostel. Motion carried.
Welcome Center – Tree Removal:
Alderman Platt moved to approve the clearing and trimming of the hillside at the Welcome Center by AmArbor Services Inc. for $5,750.00. Alderman Allison seconded the motion. UPON ROLL CALL: Ayes: Aldermen Platt, Geisen, Rader, Maes, Ohlau, Allison, Blechle. Nays: None. Absent: Alderman Dudenbostel. Motion carried.
