Here is the minutes provided by the council:

A. Call Meeting to Order

Mayor Hutchinson called the City Council of Columbia, Illinois to order at 7:00 PM.

B. Roll Call

Present: Aldermen Ebersohl*, Agne, Niemietz*, Roessler, Huch, Holtkamp*, Martens, and Riddle.

Absent: None.

Quorum present.

Administrative Staff present:

F. Comments & Announcements - Mayor

Mayor Hutchinson thanked all City employees for their hard work during these difficult times and stated the City will remain open until directed otherwise.

I. Consent Agenda

City Clerk Hoeffken read the Consent Agenda.

1. Motion to approve minutes of the Regular City Council Meeting held Monday, April 06, 2020. 

2. Motion to approve minutes of the Closed Session of the City Council held Monday, April 06, 2020. 

3. Resolution No. 2020-07 Establishing a Fair Housing Policy for the City of Columbia, Illinois. 

4. Ordinance No. 3511 Appointing new members to the City of Columbia Plan Commission (Hal Hoppe, Elizabeth Kutterer-Sanchez, & Will Trowbridge). 

5. Ordinance No. 3508 Amending Ordinance No. 3459 which established the Budget of the City of Columbia for its fiscal year commencing May 1, 2019 and ending April 30, 2020. 

6. Resolution No. 2020-08 directing the Treasurer of the City of Columbia to transfer from the Capital Development Fund of the City to the General Corporate Fund of the City the sum of $400,000.00. 

7. Resolution No. 2020-09 directing the Treasurer of the City of Columbia to transfer from the Garbage Fund of the City to the General Corporate Fund of the City the sum of $50,000.00. 

8. Motion to authorize the payment of vouchers for the period from April 3, 2020 through April 17, 2020 in the amount of $583,985.57. 

9. Motion to approve the Statement of Funds for the month ending Friday, January 31, 2020 as submitted and on file at City Hall.

Mayor Hutchinson inquired if the Council wished to remove any items prior to a motion.

There were none.

Motion: It was moved by Alderman Roessler, and seconded by Alderman Martens, to approve the Consent Agenda as read.

J. Unfinished Business

1. Ordinance No. 3512 - Field Use Agreement with CAA and CUSD 4

Motion:

It was moved by Alderman Huch, and seconded by Alderman Martens, to pass and approve Ordinance No. 3512, an ordinance authorizing the Mayor to execute a Field Use Agreement between the City, Columbia Athletic Association (CAA), and Columbia Community Unit School District 4 (CUSD 4).

2. Ordinance No. 3509 - Fees and Charges for City Services and Business Licenses

Motion:

It was moved by Alderman Martens, and seconded by Alderman Niemietz, to pass and approve Ordinance No. 3509, an ordinance amending Title 18 of the City of Columbia, Illinois Municipal Code to enact the Fees and Charges to be assessed for City Service and Business Licenses in the City for the City's Fiscal Year commencing May 1, 2020 and until said Title 18 of the City's Municipal Code is again amended.

3. Ordinance No. 3510 – Establish Budget for Fiscal Year May 1, 2020 - April 30, 2021

Motion: It was moved by Alderman Roessler, and seconded by Alderman Martens, to pass and approve Ordinance No. 3510, an ordinance establishing the Budget for the City of Columbia, Illinois for the Fiscal Year of the City commencing May 1, 2020 and ending April 30, 2021.

Motion Passed. Roll Call Vote results: 8 Aye: Ebersohl, Agne, Niemietz, Roessler, Huch, Holtkamp, Martens, and Riddle 0 Nay: 0 Absent: 0 Abstain:

4. Ordinance No. 3513 – Salary/Remuneration of Appointed City Officers and Employees

Motion:

It was moved by Alderman Roessler, and seconded by Alderman Huch, to pass and approve Ordinance No. 3513, an ordinance establishing the Salary/Remuneration of Appointed City Officers and Employees of the City of Columbia, Illinois for the Fiscal Year of the City commencing May 1, 2020 and ending April 30, 2021.

5. Ordinance No. 3514 - Issuance of General Obligation Bonds

Motion:

It was moved by Alderman Huch, and seconded by Alderman Niemietz, to pass and approve Ordinance No. 3514, an ordinance authorizing the issuance of General Obligation Bonds (Alternate Revenue Source), Series 2020, of the City of Columbia, St. Clair and Monroe Counties, Illinois.

Motion: It was moved by Alderman Huch, and seconded by Alderman Roessler, to adjourn the Regular City Council meeting held Monday, April 20, 2020 at 7:10 PM.
