City of Du Quoin City Council met April 27.

Here is the minutes provided by the council:

The Minutes of the City Council of the City of Du Quoin, County of Perry, held in the Council Chambers of the Du Quoin City Hall.

Invocation:

Aaron Atkins gave the invocation and Mayor Alongi led the Pledge of Allegiance.

Call to Order:

Mayor Alongi called the meeting to order at 6 p.m. with the following individuals attending via WebEx teleconferencing meeting the threshold for a quorum: Commissioners Jill Kirkpatrick, Bob Karnes, Charles Genesio, Michael Ward, and Treasurer Stephanie Cravens. City staff present included City Attorney Aaron Atkins and City Clerk Ruth Hale.

Approval of Minutes:

The Council approved the open session Council minutes of the April 13th meeting and the open session Special Council minutes of the April 17th Special meeting.

Approval of Bills to be Paid:

The Council approved payment of the bill list.

Ordinances:

A. 2020-O04-01: An Ordinance Extending the Retail Liquor Licenses due date from May 31, 2020 to October 31, 2020 due to the Covid-19 Virus (Final Approval)

B.2020-O04-02: An Ordinance Extending the Video Gaming Terminal Licenses due date from April 31, 2020 to October 31, 2020 due to the Covid-19 Virus (Final Approval)

Resolutions:

A. 2020-R04-02: A Resolution to Authorize Applications in Support of Businesses within Du Quoin, Perry County, Illinois to Apply to the State of Illinois For Downstate Small Business Stabilization Grant Assistance (Final Approval)

B. 2020-R04-03: A Resolution to Authorize a Business District Redevelopment Agreement between the City of Du Quoin, Perry County, Illinois, and Sulser's Subs Inc. (Public Display) – Note: Agenda originally stated ‘Final Approval’. However, resolution must be on Public Display prior to approval.

C. 2020-R04-04: A Resolution Authorizing Clarida & Ziegler Engineering Co. to Perform Engineering Services on Watermain Replacement (Public Display)

D. 2020-R04-05 A Resolution Authorizing Installation of a Generator from Oakley Services Inc. (Public Display)

Other Business:

Lawn Mower purchase for Street Department. Bids have been received from Toler’s Do It Best Store,

Porter’s Outdoor Power Equipment, and Ralph’s Small Engine. Cost of mower(s) and necessity of purchase was discussed amongst Commissioners. Commissioners will research and discuss at next council meeting. Aaron Atkins stated that an emergency purchase could be approved at the May 11th meeting.

Commissioners’ Comments:

Genesio: There are now ten cases of Covid-19, the majority are from one location. The County is still trying to acquire PPE gear. They were notified that 2000 of their masks are unusable. 2100 units of PPE have been distributed. Doug Clark has been instrumental in handling the logistics. They currently have 39 requests pending with the State for items. They are in good shape supply wise but may not be next week, especially if the infection rate worsens.

Ward: Thank you to everyone for doing what they can to help with the situation. Continued prayers for those affected and for the first responders.

Kirkpatrick: Echoed Commissioner Ward’s comments. Thank you to the people working hard, the first responders, cashiers, City workers, Police and Fire departments.

Karnes: Reiterated what was previously stated. Bless everyone in their efforts. Affirmed to everyone that we will get through this.

Mayor: Provided some quick numbers. He recently participated on a phone conference with State Representative Paul Schimpf. The Mayor suggested a way for the State to help municipalities rather than wait for the Federal Government. There is always waste in capital spending bills due to legislative pet projects. The State passed a 45-billion-dollar capital spending bill last year. If they would reallocate that money to communities based on a per person capita, it could mean approximately 1.4 million dollars to the City of Du Quoin. That would put a lot of hard-working people to work in Illinois. It would also help since the State may not get the multipliers to the County governments in a timely manner for real estate tax time. The first payments to the City could be as late as January 2021. These funds are applied to the City’s pension payments due at the end of the year. The Legislature is looking to move the 90% funding requirement as of 2040 to 2050. However, the savings would not be significant enough to counterbalance the losses of revenue we will incur this year.

Public Comment:

Mayor Alongi announced that the City Hall phone line (618)542-3841 was open for public comment at 6:37p.m. for a period of three minutes. No calls were received, and public comment was closed at 6:40p.m.
