Committee Chairman Harbaugh called the meeting to order at 5:59 P.M.
Old Business
I. Code of Ordinances Rewriting and Restructuring Process Update
No update
II. FY’21 Budget Process
Chairman Harbaugh highlighted the FY’21 Proposed Budget. The plan is to pass the budget and appropriation ordinance at the May 4, 2020 council meeting. Harbaugh, Poetker and Liz Cowell will begin reviewing the financials monthly, rather than quarterly. The Capital Plan is still a work in progress. There will be a public hearing at 5:45 on Monday, May 4, 2020 for the FY’21 Budget and the Appropriation Ordinance.
New Business
I. Approval of Prior Month’s Meeting Minutes – March 16, 2020
Recommendation made by Committee Chairman Harbaugh, seconded by Committee Member Rheinecker, to approve the minutes from the March 16, 2020 meeting. Carried
II. Maturing CD’s
None
III. Pay Increases
The CPI is 2.3% and the police contract is scheduled for a 2% raise.
Recommendation made by Committee Chairman Harbaugh, seconded by Committee Member Hanebutt, to authorize approval to award each employee a 2% pay increase, beginning with the first full pay period in May, 2020. Carried
IV. Fiscal Year 2020 Line Item Transfers
Recommendation made by Committee Chairman Harbaugh, seconded by Committee Member Hanebutt, to authorize approval of the FY’20 Line Item Changes, as presented. Carried
V. Fiscal Year 2020 Final Invoices
Recommendation made by Committee Chairman Harbaugh, seconded by Committee Member Rheinecker, to authorize approval of payment of the final FY’20 invoices as presented. Carried
VI. FY’21 Appropriation Ordinance
Recommendation made by Committee Chairman Harbaugh, seconded by Committee Member Hanebutt, to authorize approval of the FY’2021 Annual Appropriation Ordinance, as proposed. Carried
VII. Public Comments/Anything for the Good of the City
Chairman Harbaugh asked about the Enterprise Zone March 19th meeting and Poetker responded that the meeting had been held, with some remote attendance. An April 30th deadline has been set for any alterations to the application.
Chairman Harbaugh noted that, to date, 61% of Red Bud citizens have responded to the 2020 Census.
