The City Council of Chester, Illinois, met in regular session in the Municipal Building, 1330 Swanwick Street. Mayor Tom Page called the meeting to order at 6:00 p.m.

Mayor:
Mayor Page advised 59 individuals in Randolph County have tested positive to COVID-19. There are 22 individuals still quarantined and one death as a result of COVID-19.

Cemetery & Finance Committee (Chairman Platt):
The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment. Alderman Platt moved to approve payment of bills, subject to audit. Alderman Allison seconded the motion. UPON ROLL CALL: Ayes: Aldermen Platt, Dudenbostel, Geisen, Rader, Maes, Ohlau, Allison, Blechle. Nays: None. Absent: None. Motion carried.
Water-Sewer Committee (Chairman Rader):
City Clerk Berner presented a sewer bill ($44.80) of James Faverty, 1505 State Street, for adjustment due to a water leak that did not infiltrate the sewer system. Alderman Allison’s motion to adjust the bill in the usual manner, was seconded by Alderman Platt. UPON ROLL CALL: Ayes: Aldermen Platt, Dudenbostel, Geisen, Rader, Maes, Ohlau, Allison, Blechle. Nays: None. Absent: None. Motion carried.

TIF Accounting as of December 31, 2018, with Respect to the Nineteenth Distribution of Property Tax Received by the City of Chester Relative to Chester Center Inc.:
City Attorney Jeff Kerkhover explained the TIF Accounting which provided that the City and Chester Shopping Center, LLC agree that 75% of the said $44,159.12 which was received by the City due to Chester Shopping Center LLC’s property tax apportionment equals $33,119.34 of which $21.87 shall by reimbursed to the City for its TIF expenditures, leaving a balance of $33,097.47 to be reimbursed to Chester Shopping Center LLC. Alderman Platt moved to approve the TIF Accounting as explained by Attorney Kerkhover. Alderman Allison seconded the motion. UPON ROLL CALL: Ayes: Aldermen Platt, Dudenbostel, Geisen, Rader, Maes, Ohlau, Allison, Blechle. Nays: None. Absent: None. Motion carried.

City Attorney Jeff Kerkhover explained the TIF Accounting which provided that the City and Kipp agree that 75% of the said $18,648.56 which was received by the City due to Kipp’s property tax apportionment equals $13,986.42 of which is to be reimbursed to Kipp. Alderman Platt moved to approve the TIF Accounting as explained by Attorney Kerkhover. Alderman Allison seconded the motion. UPON ROLL CALL: Ayes: Aldermen Platt, Dudenbostel, Geisen, Rader, Maes, Ohlau, Allison, Blechle. Nays: None. Absent: None. Motion carried.
ORDINANCE #1728 – AN ORDINANCE AMENDING PARAGRAPH “H” OF SECTION 32-1-5 OF ARTICLE I OF CHAPTER 32 OF THE REVISED CODE OF ORDINANCES OF THE CITY OF CHESTER, ILLINOIS, RELATIVE TO TRASH COLLECTION MONTHLY CHARGE:
Alderman Ohlau moved to approve the Ordinance increasing the cost of a second tote to $8.00 per month. Alderman Geisen seconded the motion. UPON ROLL CALL: Ayes: Aldermen Platt, Dudenbostel, Geisen, Rader, Maes, Ohlau, Allison, Blechle. Nays: None. Absent: None. Motion carried.
Solid Waste Collection Contract:
Mayor Page presented the proposal from Quivey Sanitation Inc. for solid waste collection. Alderman Ohlau moved to approve the solid waste collection contract with Quivey Sanitation Inc. for a period of five years. Alderman Geisen seconded the motion. UPON ROLL CALL: Ayes: Aldermen Platt, Dudenbostel, Geisen, Rader, Maes, Ohlau, Allison, Blechle. Nays: None. Absent: None. Motion carried.
Transfer of Funds:
Alderman Ohlau moved to approve transfer of $250,000.00 residual equity from the Natural Gas Fund to the General Fund. Alderman Platt seconded the motion. UPON ROLL CALL: Ayes: Aldermen Platt, Dudenbostel, Geisen, Rader, Maes, Ohlau, Allison, Blechle. Nays: None. Absent: None. Motion carried.
