City of Chester City Council met April 6.

CALL TO ORDER   

The City Council of Chester, Illinois, met in regular session in the Municipal Building, 1330 Swanwick Street.  Mayor Tom Page called the meeting to order at 6:00 p.m.

ROLL CALL

Present:     Alderman Ray Allison                         Alderman Daniel Geisen

                  Alderman Robert Platt                        Alderman Russ Rader

                  Alderman Dan Ohlau                          Alderman D. Michael Blechle

                  Alderman Randy Dudenbostel           Alderman James D. Maes

Absent:     None                                                  

PLEDGE OF ALLEGIANCE

READING OF MINUTES OF PREVIOUS MEETING

Alderman Ohlau moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk.  Alderman Platt seconded the motion.  UPON ROLL CALL:  Ayes:  Aldermen Ohlau, Geisen, Maes, Platt, Rader, Dudenbostel, Allison, Blechle.  Nays:  None.  Absent:  None.  Motion carried.

CORRESPONDENCE

The following correspondence was acknowledged:

Tax Revenue for March, 2020 provided by City Clerk Berner

REPORTS

Mayor:

Mayor Page advised the COVID-19 outbreak has altered the city’s daily operations. 

City Clerk:

The city clerk presented four applications for raffle licenses for the Chester Moose Lodge #1764.  Alderman Allison moved to issue the raffle licenses and waive the fidelity bond required of the raffle managers.  Alderman Maes seconded the motion.  UPON ROLL CALL:  Ayes:  Aldermen Ohlau, Geisen Platt, Dudenbostel, Rader, Maes, Allison, Blechle.  Nays:  None.  Absent:  None.  Motion carried.

COMMITTEE REPORTS

Cemetery & Finance Committee (Chairman Platt):

The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment.  Alderman Platt moved to approve payment of bills, subject to audit, and to include payment to Andy’s Auto Body of Chester, Inc. in the amount of $878.02 (fiscal year total, $2,253.02).  Alderman Allison seconded the motion.  UPON ROLL CALL:  Ayes:  Aldermen Platt, Dudenbostel, Geisen, Rader, Maes, Ohlau, Allison, Blechle.  Nays:  None.  Absent: None.  Motion carried. 

Chairman Platt moved to approve the March report of the Evergreen Cemetery Clerk as presented.  Alderman Allison seconded the motion.   UPON ROLL CALL:  Ayes:  Aldermen Platt, Geisen, Rader, Dudenbostel, Maes, Ohlau, Allison, Blechle.  Nays:  None.  Absent: None.  Motion carried. 

Streets & Alleys Committee (Chairman Blechle):

After Alderman Allison’s inquiry, Mayor Page advised the city has not received any additional information on Harrison Street.  City Attorney Kerkhover is unable to get information from the court house because they are closed due to the COVID-19 outbreak.

Gas Department & Public Property Committee (Chairman Ohlau):

Chairman Ohlau advised the Commission has approved MRT’s rate case settlement.  The city will be issued a refund in May.

Lewis and Clark National Trail Community Partnership Program Designee:

Alderman Platt moved to appoint Brenda Owen as the city’s official designee for the Lewis and Clark National Trail Community Partnership Program.  Alderman Allison seconded the motion.  UPON ROLL CALL:  Ayes:  Aldermen Platt, Dudenbostel, Geisen, Rader, Maes, Ohlau, Allison, Blechle.  Nays:  None.  Absent: None.  Motion carried. 

Appropriation Adjustments:

Alderman Ohlau moved to approve line item appropriation adjustments within funds according to state statue.  The motion was seconded by Alderman Dudenbostel.  UPON ROLL CALL:  Ayes:  Aldermen Platt, Dudenbostel, Geisen, Rader, Maes, Ohlau, Allison, Blechle.  Nays:  None.  Absent: None.  Motion carried.

ADJOURNMENT

At 6:06 p.m., Alderman Ohlau moved to adjourn the meeting.  Alderman Rader seconded the motion. VOTE:  Ayes:  Aldermen Ohlau, Dudenbostel, Platt, Maes, Rader, Allison, Geisen, Blechle.  Nays: None.  Absent:  None.  Motion carried.
