Mayor Hutchinson called the City Council of Columbia, Illinois to order at 7:00 PM.

Jane Crawford submitted the following electronic comment:
Consider closing off some side streets to allow Main St. restaurants to put up tents and allow outdoor dining for the summer months - this will help ease the hardship they have been through.
Mayor Hutchinson stated this issue would be discussed later in the meeting.

Mayor Hutchinson informed the Council the IML conference has been cancelled.

City Clerk Hoeffken read the Consent Agenda.
1. Motion to approve minutes of the Regular City Council Meeting held Monday, May 18, 2020
2. Motion to approve minutes of the Closed Session of the City Council held Monday, May 18, 2020
3. Motion to authorize the payment of vouchers for the period from May 16, 2020 through May 29, 2020 in the amount of $207,230.89.
Mayor Hutchinson inquired if the Council wished to remove any items prior to a motion.

Mayor Hutchinson inquired if there was a need to go into Closed Session to discuss the proposed Collective Bargaining Agreement between the AFL-CIO and the City. There was none.

1. Ordinance No. 3519 -Approve EMS Collective Bargaining Unit Agreement
Motion:
It was moved by Alderman Niemietz, and seconded by Alderman Huch, to pass and approve Ordinance No. 3519 an ordinance approving a Collective Bargaining Unit Agreement between the City of Columbia and the American Federation of State, County and Municipal Employees, Council 31, AFL-CIO (Columbia Emergency Medical Services).

2. Resolution No 2020-11-Supply of Electricity
Motion:
It was moved by Alderman Agne, and seconded by Alderman Ebersohl, to pass and approve Resolution No. 2020-11, a resolution authorizing execution of a Service Agreement with the Lowest Responsible Bidder for the Supply of Electricity for residential and small commercial retail customers.

3. "Cops in Schools" School Resource Officer Program
Motion:
It was moved by Alderman Ebersohl, and seconded by Alderman Martens, to approve the amended Intergovernmental Agreement between the City of Columbia and Columbia School District #4 to establish a "Cops in Schools" School Resource Officer (SRO) Program.
Motion Passed.

L. New Business
1. Resolution No 2020-12 -Temporary Outdoor Seating Regulations
Mr. Dunakey provided an overview of the proposed resolution highlighting the creation of a permit process for outdoor seating. Mr. Dunakey also stated there would be limited street closures especially since Main Street is currently under construction and the immediate need to use off street parking for the loss of Main Street parking spaces.
Alderman Roessler inquired if the proposed resolution would have any impact on Sunset Overlook. Mayor Hutchinson stated the current court order is still in effect and the judge's order stands.
Alderman Niemietz inquired about requests to close a street for outdoor dining. Mayor Hutchinson stated a business can request to have a street closed for outdoor seating.
Mr. Brimm stated such requests will be handled as a Special Event with immediate review/approval by Chief Jerry Paul, City Engineer Chris Smith, Community Development Director Scott Dunakey, and City Administrator Doug Brimm.

It was moved by Alderman Riddle, and seconded by Alderman Niemietz, to pass and approve Resolution No. 2020-12, a resolution adopting Temporary Outdoor Seating Regulations for dining and drinking establishments located with the City of Columbia, Illinois.

2. Ordinance No. 3520 -Vacating Surplus Right-of-Way
Motion:
It was moved by Alderman Ebersohl, and seconded by Alderman Martens, to pass and approve Ordinance No. 3520, an ordinance vacation a portion of surplus right-of-way adjacent to West Sand Bank Road immediately east of Old Bluff Road.

4. Award Bid for Main Street Resurfacing Project
Motion:
It was moved by Alderman Ebersohl, and seconded by Alderman Martens, to accept the recommendation of the City Engineer and award the bid for the Main Street Resurfacing Project from Whiteside to Cherry to Rooters American Maintenance the low bidder in the amount of $39,986.60.

Mayor Hutchinson informed the Council that he would entertain a motion to go into Closed Session to discuss the sale or lease of property owned by the public body as permitted under SILCS 120/2(c)(6).

It was moved by Alderman Niemietz, and seconded by Alderman Huch, to direct the Mayor to go into Closed Session at 7:21 PM to discuss the sale or lease of property owned by the public body as permitted under SILCS 120/2(c)(6).
