City of Columbia Plan Commission met May 11.

Here is the minutes provided by the commission:

1. CALL TO ORDER

The Plan Commission meeting of the City of Columbia, Illinois held Monday, May 11, 2020 was called to order by Vice Chairman Tony Murphy at 6:30 P.M.

2. ROLL CALL & ESTABLISH QUORUM

Upon roll call, the following members were:

Present: Doug Garmer, Hal Hoppe, Pete Ingold, Elizabeth Kutterer-Sanchez, Amy Mistler, Tony Murphy, Lauren Nobbe, Will Trowbridge, Andrea Yochum.

Absent: Quorum Present.

Administrative Staff Present: Director of Community Development Scott Dunakey and Administrative Assistant Jackie Hausmann.

Administrative Staff Absent: None.

3. APPROVAL OF MINUTES

A. Minutes of the Monday, March 9, 2020 Plan Commission Meeting were submitted for approval.

MOTION: 

It was moved by Commissioner Trowbridge and seconded by Commissioner Garmer to approve the minutes of the Monday, March 9, 2020 Plan Commission Meeting as presented and on file at City Hall. On a roll call vote, all Commissioners present voted yes. 

MOTION CARRIED 9-0.

PUBLIC INPUT

5. PUBLIC HEARING

a) Proposed text amendments to be following sections of the Columbia Zoning Code:

Section 17.04.030 Definitions

Section 17.26.030 Conditions of use (C-1 zoning district)

Section 17.56.020 Permitted uses and uses allowed only by special use permit (CP zoning district)

Public Comments - None

MOTION:

Motion was made by Commissioner Nobbe and seconded by Commissioner Mistler that the Plan Commission table Agenda Item 5. a) to the June 8, 2020 Plan Commission Meeting. On a roll call vote, all Commissioners present voted yes.

MOTION CARRIED 9-0.

b) Proposed special use permit to allow "ancillary entertainment" on property in a C-1 zoning district located at 11604 Bluff Rd. commonly known as Sunset Overlook restaurant

Public Comments - None

MOTION:

Motion was made by Commissioner Garmer and seconded by Commissioner Hoppe that the Plan Commission table Agenda Item 5. b) to the June 8, 2020 Plan Commission Meeting. On a roll call vote, all Commissioners present voted yes.

MOTION CARRIED 9-0.

6. NEW BUSINESS

a) Election of officers for the period of May 1, 2020 - April 30, 2021

MOTION:

Motion was made by Commissioner Yochum and seconded by Commissioner Hoppe to elect Commissioner Garmer as Chairperson, Commissioner Murphy as ViceChairperson and Commissioner Mistler as Secretary. On a roll call vote, all Commissioners present voted yes. 

MOTION CARRIED 9-0.

8. COMMITTEE REPORTS

None

9. STAFF REPORTS & COMMUNICATIONS

On May 4, City Council approved the consolidation of boards and dissolved the Architectural Review Board and Street Graphics Committee and assigned their responsibilities to Plan Commission. Welcome to our new Plan Commission members Hal Hoppe, Elizabeth Kutterer-Sanchez and Will Trowbridge who previously served on the Architectural Review Board and Street Graphics Committee.

Due to the consolidation of boards, Plan Commission bylaws will need to be revised. There are some minor procedural changes needed. This will be on an upcoming agenda when the draft is ready. Scott Dunakey requested a Special Meeting of the Plan Commission be scheduled on May 26, 2020. The purpose is to consider a sign variance request, preliminary plat for Country Crossings 2 and final plat for 11 South that have been on hold due to the cancellation of April's Plan Commission meeting.

MOTION:

Motion was made by Commissioner Kutterer-Sanchez and seconded by Commissioner Mistler to schedule a virtual Special Meeting of the Plan Commission on May 26, 2020 at 6:30 p.m. On a roll call vote, all Commissioners present voted yes. 

MOTION CARRIED 9-0.

The (virtual) Special Plan Commission Meeting is scheduled for May 26, 2020 and the next (virtual) Regular Plan Commission Meeting is scheduled for June 8, 2020.

10. AD!OURN

Since there was no further business to discuss, Vice Chairman Murphy entertained a motion to adjourn.
