City of Du Quoin City Council met May 11.

Here is the minutes provided by the council:

The Minutes of the City Council of the City of Du Quoin, County of Perry was held in the Council Chambers of the Du Quoin City Hall.

Invocation:

Aaron Atkins gave the invocation with a special prayer for epidemics and Mayor Alongi led the Pledge of Allegiance.

Call to Order:

Mayor Alongi called the meeting to order at 6 p.m. with the following individuals attending via WebEx teleconferencing meeting the threshold for a quorum: Commissioners Jill Kirkpatrick, Bob Karnes, and Charles Genesio, and Treasurer Stephanie Cravens. City staff present included City Attorney Aaron Atkins and City Clerk Ruth Hale. Michael Ward joined the meeting at 6:05pm.

Approval of Minutes:

The Council approved the open session Council minutes of the April 27th meeting. Commissioner Ward was not present for the vote.

Approval of Treasurer’s Report:

Treasurer Cravens presented the Treasurer’s Report for the month ending April 30, 2020. She reported the following:

• Governmental Funds Revenues had month ending earnings of $209,219

• Expenditures for the month totaled $346,849

• Water/Sewer Fund Total increase in cash for the month $44,097

• Revenue impact from the Coronavirus is expected to begin in May

The Council approved the Treasurer’s Report.

The Council Voted to Appoint Ruth Hale, representing Administration, Josh Cushman, representing the Fraternal Order of Police, Shannon Jones, representing the Laborer’s Local 773, Jordan Crain, representing the Non-represented Employees, and Chuck Novak, representing as an Independent Tiebreaker to the Sick Leave Bank Policy Committee.

Other Business:

A Special Council Meeting will be conducted May 18, 2020 at 6:00pm. Items on the agenda will include

final approval of Ordinance 2020-O05-01 Authorizing Entering into a Contract with AEP Energy for the

Purchase of Electric Power; and acceptance of the resignation as a Library Board Trustee from Joy

Whitson Upton.

Commissioners’ Comments:

Genesio: none

Cravens: Continued prayers for everyone during the current pandemic.

Ward: Same comment as Cravens, continued prayers for all.

Kirkpatrick: Echoed previous comments and thanked the first responders, medical personnel, the servers at restaurants and those still working through these times.

Karnes: Same as above, everyone has a role to play. Abide by those keeping us safe and we will get through this.

Mayor: none

Public Comment:

Mayor Alongi announced that the City Hall phone line (618) 542-3841 was open for public comment at 6:23 p.m. for a period of five minutes. One call was received from Du Quoin resident Zach Bremer. Mr. Bremer politely expressed his concern over landscaping issues caused by the City’s installation of a new line down South Madison Street. He stated that he had made several attempts to contact the City and had not received response as to a timeline for work to be completed. He is just looking for open communication. He explained that he and his wife had recently purchased a home (aka the Kinsmen home) on Madison. They have been working hard to ensure the home and yard make a great presentation in their neighborhood and would like the dirt work finished as soon as possible. He mentioned that many people travel on Madison Street and it would benefit the City to have the mess cleaned up. Commissioner Karnes stated that his staff did some work out there and agreed that it was an eyesore. He discussed it with Doug Hill, Street Superintendent and he assured him he will stay on the contractor too. Commissioner Genesio explained that the contractor would be returning to complete the work. Due to weather and other issues facing everyone with the current emergency situation, it may not happen immediately. If there is something immediate his crew could try to do what they could, but they don’t have the equipment necessary. He assured Mr. Bremer he is doing all he can do and that he would contact the company and remind them that it needs to be a priority. The Mayor asked if there are liquidated damages in the contract. Commissioner Genesio explained that final payment would not be dispersed until the work is completed and that the City will continue to follow up. Mr. Bremer thanked the Council for their time. Public comment was closed at 6:34 p.m.
