City of Du Quoin City Council met May 26.

Here is the minutes provided by the council:

Call to Order:

Mayor Alongi called the meeting to order at 6 p.m. with the following individuals attending via WebEx teleconferencing meeting the threshold for a quorum: Commissioners Jill Kirkpatrick, Bob Karnes, Michael Ward, and Charles Genesio, and Treasurer Stephanie Cravens. City staff present included City Attorney Aaron Atkins and City Clerk Ruth Hale.

Approval of Minutes:

The Council approved the open session Council minutes of the May 11th meeting.

Approval of Bills to be Paid:

The Council approved payment of the bill list.

Appointments:

The Council Voted to Appoint Angelina Mabrey to the Du Quoin Public Library Board of Trustees to June 2021 for the unexpired term created by the resignation of Joy Upton.

The Council Voted to reappoint Ted Harsha to the Du Quoin Police Pension Board for a two-year term to expire May 2022.

A. 2020-O05-03: An Ordinance Establishing a License for Vending from Ice Cream Trucks. The Council voted to put the Ordinance on Public Display with amended changes regarding hours of operation (Public Display)

Resolutions:

A. 2020-R05-06: Resolution Authorizing the Submission of an Application to the Illinois Department of Commerce and Economic Opportuni1y for Grant Assistance through the Rebuild Illinois Fast Track Public Infrastructure Program and Commitment of Local Funds (Final Approval)

Other Business:

The Mayor called for discussion on reopening. First, the lobbies in the City Clerk’s office and the Police Station on June 1st. All council members agreed. Second, the tennis courts can reopen with limited need for sanitizing. The entry door will be kept open so visitors do not need to touch the door. And everyone uses their own equipment, nothing is provided by the City. Next was the playground and restrooms. The recommendation is that the equipment and restrooms be sanitized several times a day. The City will have a discussion with the Health Department on logistics, but the council agreed it should open soon. The City Pool was also discussed. The opening must wait until Phase 4 of the Restore Illinois plan. It will be discussed at a later date.

Also discussed, the House Bill 2682 is expected to be signed by the Governor this week. It allows for to- go alcohol orders for bars and restaurants. The Mayor suggested that all of those businesses with private parking lots could set up tents and tables to serve. Others could possibly put tables and chairs on the sidewalks in front of the establishments as long as they are sectioned off and allow for pedestrians to pass. The council members did not oppose. Commissioner asked Mr. Atkins if an Ordinance needed suspended to allow such and he replied that it did and could be handled with a Resolution with time limits. Commissioner Karnes stated he hoped the situation would prompt America to turn back to supporting small businesses.

The last item regarded the closing of Cherry Street between the hours of 5:00pm and 10:00pm to allow St. Nicks to set up tables and offer service to their patrons. St. Nicks has permission from the State Bank to use their lot during non-business banking hours. St. Nicks would have to sign a hold-harmless agreement with the City. The council did not oppose.

Commissioners’ Comments:

Genesio: The weather has not been cooperating for finishing work on Madison Street. As soon as it is dry enough to move the dirt, Commissioner Genesio will make certain the contractors return to make the repairs.

Kirkpatrick: The commissioner is excited to get the small businesses going to help the community.

Karnes: Congratulations to Gabby Alongi and her two coaches on her accomplishments as a runner. Everyone stay safe and good luck.

Mayor: Thank you to Bob for the comments regarding Gabby Alongi. She will do Du Quoin proud at the University of Illinois. Congratulations to all the seniors and eighth graders. Hopefully, graduation can take place in July, and everyone can make something good out of all this. Du Quoin stands behind all the graduates.

Public Comment:

Mayor Alongi announced that the City Hall phone line (618) 542-2895 was open for public comment at 6:49 p.m. for a period of five minutes. Public comment was closed at 6:54 p.m.
