Monroe County Board of County Commissioners met June 15.

Here is the minutes provided by the board:

The meeting of the County Commissioners of Monroe County, Illinois was called to order at 8:15am by Chairman Robert Elmore.

The meeting opened with the Pledge of Allegiance.

County Clerk Jonathan McLean called the roll. Chairman Robert Elmore, Commissioner Vicki Koerber, and Commissioner Dennis Knobloch were present.

Chairman Elmore recognized Commissioner Knobloch who read the following statement: We stand with political leaders around the world as we strive to promote peace and safety for all citizens – no matter their race, creed, color or ethnic background.

Chairman Elmore asked for public comments. Pat Kelly said he still has problems hearing everyone at the meeting. Jason Jones asked the Board to respond to a request for the county’s social media policy.

The following Accounts Payable having been approved for payment, Commissioner Knobloch moved that the same be allowed and that vouchers be issued against their respective funds of the County Treasurer for payment. Motion seconded by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.

Motion by Commissioner Koerber to approve the minutes of the May 27, 2020 special meeting, the May 27, 2020 closed meeting, and the June 1, 2020 meeting. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Knobloch made a motion to approve the Oak Hill accounts payable report. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Koerber made a motion to appoint Dennis Rodenberg to the Board of Appeals for a term of five years to commence on July 2, 2020 and expire on July 1, 2025 or until a successor is appointed and has qualified. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried. Resolution #20-63

Commissioner Koerber made a motion to reappoint Jay Vogt and Barbara Wagner to the Monroe County Board of Health for a term of one year to commence on July 1, 2020 and expire on June 30, 2021 or until a successor is appointed and has qualified. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried. Resolution #20-64

Commissioner Koerber made a motion to reappoint Bruce Brinkman to the Monroe County Flood Prevention District for a term of three year to commence on July 7, 2020 and expire on July 6, 2023 or until a successor is appointed and has qualified. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried. Resolution #20-65

Commissioner Koerber made a motion to appoint Captain Chad Mueller to the 9-1-1 Emergency Telephone System Board, replacing retired Major Jim Lansing, with a term to commence on June 15, 2020 and expire on December 1, 2022 or until a successor is appointed and has qualified. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried. Resolution #20-66

Commissioner Koerber made a motion to appoint Chad Grohmann to the 9-1-1 Emergency Telephone System Board, replacing Timothy Fahey who resigned, with a term to commence on June 15, 2020 and expire on December 1, 2022 or until a successor is appointed and has qualified. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried. Resolution #20-67

Carla Heise came before the Board to seek approval for a contract to join Memorial Hospital’s master agreement with ESO Solutions Inc. Commissioner Koerber made a motion to approve the agreement with Memorial Hospital. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried.

There was discussion regarding the renewal of the AT&T mobile phone contract. The contract will be increasing $20.00 per month, per phone. Commissioner Koerber asked that other providers be contacted for pricing before the Board gives final approval to renew the existing contract.

Kevin Koenigstein came before the Board to present his semi-annual report. Commissioner Knobloch made a motion to approve the report. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.

Kim Keckritz presented the FY2020 budget for Oak Hill Nursing Home. Commissioner Koerber made a motion to approve. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried.

Kim Keckritz presented the June 2020 Oak Hill Nursing Home Report.

Commissioner Knobloch made a motion to approve sending a notice to Americom Imaging Systems Inc. that Monroe County will not be renewing the current I.T. services contract at the end of the current term, August 22, 2020. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Koerber made a motion to approve a flood plain variance to Sean Koch, 1229 Bluff Road, for the purpose of installing a grain bin. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried.

John Wagner, public health director, came before the Board to present an update on COVID-19 operations.

There being no further business to come before the Board, motion by Commissioner Koerber to adjourn. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried.
