City of Waterloo Finance Committee met June 15.

Here is the minutes provided by the committee:

Meeting was called to order at 11 AM by Chairman Clyde Heller with following in attendance; Alderman Russ Thomas, Stan Darter, James Trantham and Russ Row, City Budget Officer Shawn Kennedy, Mayor Tom Smith and Director of Public Works Tim Birk.

Agenda Item 1. Petitions by Citizens on Non-Agenda Items. None.

Agenda Item 2. Utility Bills. City Budget Officer Shawn Kennedy presented information on outstanding utility bills that have occurred during the COVID-19 Pandemic period. A total of 340 accounts reflect non-current status, 212 accounts are more than 30 days outstanding. Shawn also shared an email provided by Tim Birk on Ending Moratorium on Disconnect of Utilities. Discussion on how to reverse this trend. With speculation that State of Illinois would proclaim entering Phase 4 about June 27, it was decided that about July 8 the City would send notice letter of delinquent utilities using the existing utility collection letter and encourage either payment or establishing a payment plan. This would also identify a disconnect date of 30 days later, on/about August 8.
