City of Red Bud Public Works Committee Met July 20.

Here is the minutes provided by the committee:

Committee Members Present: Curt Guebert, Kyle Donjon, Bill Hanebutt, Clem Esker, Mike Rheinecker

Committee Members Absent:

Council Members Present: Jeremy DeMond, David Friess, Susan Harbaugh

Others Present: Mayor Tim Lowry, City Attorney Paul Ray, City Superintendent Josh Eckart, Code Administrator Jeff Mueller (Remote)

Others Absent: Police Chief John Brittingham, Admin. Assist. Pam Poetker, City Clerk Joanne Cowell

Committee Chairman Guebert called the meeting to order at 6:44 P.M.

Old Business 

I. Power Plant

A. Plant Report

Eckart reported that urge testing has been completed, has qualified and he is waiting to get the report back.

II. Utilities/Streets

A. Electric - Underground & Structure Replacement Project

The contractor is now on sight. Some poles have been set and framing started in Ratz Park. Poetker has submitted the next reimbursement request of $70,000.

B. Gas – Grease Gun Replacement

A replacement grease gun used for the steel gas lines is needed. The cost will be around $1,500 and will be ordered.

C. Water – Aerator Repair/Replacement Update

There have been some air leaks on the water aerator and Rhutasel is getting some prices for replacement. It has been repaired several times. Eckart said the replacement equipment runs in the range of $95,000. If it needs replacement, a supplemental appropriation ordinance would be needed and possibly money taken from the tower painting line item. Eckart will keep the committee informed.

D. Sewer

The DQ lift station is still being worked on.

E. Streets – Tar Pot Machine/Addition to Capital Plan

The 30+ year old tar pot machine has developed a dangerous leak and Eckart will add this to the five-year plan. This machine is used once or twice a year.

New Business 

I. Approval of Prior Month’s Meeting Minutes – Meeting June 15, 2020 

Recommendation made by Committee Chairman Guebert, seconded by Committee Member Hanebutt, to approve the minutes from the June 15, 2020 meeting. Carried

II. Request to Purchase Tool Box for Unit #25 

Recommendation made by Committee Chairman Guebert, seconded by Committee Member Esker, to authorize approval to purchase a tool box for unit #25, as quoted by RHR Custom Automotive for $1,245.00. Carried

III. Krack Agreement Request – Water Service

Lance Krack asked that if a water main became available on either side of his property, that he be given a water tap without a fee, in consideration of his granting the city a full utility easement across his property, without compensation. 

Recommendation made by Committee Chairman Guebert, seconded by Committee Member Hanebutt, to authorize approval to have Attorney Ray draw up an agreement with Lance Krack to be given a free water tap, in consideration of his granting the city a full utility easement, without compensation. Carried

IV. Subdivision/Development Incentives

Mayor Lowry said he had such a large response of people interested in working on the committee to review subdivision development incentives, that he will set up a special meeting to discuss options, instead of forming a separate committee.

V. Public Comments/Anything for the Good of the City

Committee Member Esker suggested everyone check out the street scape improvements, which Columbia made on Main Street through an 80/20 grant. Eckart said that Red Bud had applied for the same grant, but had not received it.

Committee Member Donjon questioned the sidewalk improvement projects and Eckart said they have started on these fall projects, including the Lion’s Club and the United Church of Christ sidewalks.

Meeting was adjourned at 7:00 P.M.
