Monroe County Board of County Commissioners met Aug. 3.

The meeting of the County Commissioners of Monroe County, Illinois was called to order at 8:15am by Chairman Robert Elmore. The meeting was available on GoToMeeting due to COVID-19.
The meeting opened with the Pledge of Allegiance.
County Clerk Jonathan McLean called the roll. Chairman Robert Elmore and Commissioner Dennis Knobloch were present. Commissioner Vicki Koerber was absent.
Chairman Elmore asked for public comments. Matt Schlichter came before the Board to discuss the proposed AT&T tower in unincorporated area of Columbia. Chairman Elmore said that the topic is on the agenda and asked Mr. Schlichter to wait to address his comments until that time.
The following Accounts Payable having been approved for payment, Commissioner Knobloch moved that the same be allowed and that vouchers be issued against their respective funds of the County Treasurer for payment. Motion seconded by Chairman Elmore. All voting Aye. None Nay. Koerber Absent. Motion carried.

A motion was made by Commissioner Knobloch to appoint Daniel G. Lutz to the Waterloo Community Fire Protection District for a term to begin on August 3, 2020 and expire on April 30, 2023. Second by Chairman Elmore. All voting Aye. None Nay. Koerber Absent. Motion carried. Resolution #20-75
A motion as made by Commissioner Knobloch to approve an expense request from Monroe County EMS staff to attend the EMS World Expo virtual conference for a total of $897.00. Second by Chairman Elmore. All voting Aye. None Nay. Koerber Absent. Motion carried.
A motion as made by Commissioner Knobloch to approve a memorandum of agreement between Monroe County EMS and Medstar Ambulance. Second by Chairman Elmore. All voting Aye. None Nay. Koerber Absent. Motion carried.
A motion as made by Commissioner Knobloch to approve a resolution to authorize the County Engineer and County Chairman to submit the TAP grant application for the north Waterloo trail connector project. John Wagner came before the Board to provide an update on the health department response to COVID- 19.
Monroe County Zoning Administrator Chris Voelker came before the Board at 9:04 a.m. to discuss a proposed AT&T tower in the unincorporated area of Columbia.
Matt Schlichter, an agent working for the petitioner Network Real Estate, spoke in favor of the proposed tower and presented reasons why his client would like to build the proposed tower at this location.
Jason Embrich, Gary Stumpf, Donald Wright, and Anna Embrich in opposition the project. They all spoke of concerns about the tower being close to their homes and the negative impact of that on their property values.
State’s Attorney Chris Hitzemann addressed two concerns. First, he said that someone said that the City of Columbia must approve zoning for this tower because it is within 1.5 miles of the city limits. It is his opinion that the City of Columbia does not have to approve any zoning related to this matter. Second, he gave a brief overview of state statute 55 ILCS 5/5-12001.1 and reviewed the various factors that apply to the zoning of communication towers.
Monroe County Zoning Administration Chris Voekler said that it is his decision the tower does not meet the local zoning code 40-9-3 sub section B1 since a storage facility is maintained in connection with the building site. State’s Attorney Chris Hitzemann advised the Board that they do not have to take any action on the matter and the petitioner should appeal the decision of the Monroe County Zoning Administrator to the Board of Appeals. No further action was taken on this matter.
Representatives of Fick, Eggemeyer and Williamson CPAs, Shawn Williamson and Keith Slusser, came before the Board to present the fiscal year 2019 audit. Commissioner Knobloch made a motion to approve the audit. Second by Chairman Elmore. All voting Aye. None Nay. Koerber Absent. Motion carried.
County Treasurer Kevin Koenigstein presented an invoice from UMB Bank for $59,700 and requested that the Board approve this invoice since it was due before the next Board meeting. Commissioner Knobloch made a motion to approve the invoice from UMB Bank for a total of $59,700. Second by Chairman Elmore. All voting Aye. None Nay. Koerber Absent. Motion carried.
County Treasurer Kevin Koenigstein presented an update on the 2019 tax collection cycle.
County Sheriff came before the Board to announce recent promotions in the department. Chris Lutz was promoted to Major. Chad Mueller was promoted to Captain. Eric Waszak was promoted to Sergeant. Taylor Davis was recently hired and sworn in as a Deputy. Brandon Ottens was also recently hired to work on the auto theft task force and was sworn in as a Deputy.
There being no further business to come before the Board, motion by Commissioner Knobloch to adjourn. Second by Chairman Elmore. All voting Aye. None Nay. Koerber Absent. Motion carried.
