City of Chester City Council met July 20.

I.CALL TO ORDER

The City Council of Chester, Illinois, met in regular session in the Municipal Building, 1330 Swanwick Street. Mayor Tom Page called the meeting to order at 6:00 p.m.

II.ROLL CALL

Present:   Alderman Ray Allison                         Alderman Daniel Geisen

Alderman D. Michael Blechle             Alderman Russ Rader

Alderman Randy Dudenbostel           Alderman Dan Ohlau

Alderman Robert Platt

Absent:    Alderman James Maes

III.PLEDGE OF ALLEGIANCE

IV.READING OF MINUTES OF PREVIOUS MEETING

Alderman Ohlau moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Geisen seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Ohlau, Geisen, Platt, Rader, Blechle, Dudenbostel. Nays: None. Absent: Alderman Maes. Motion carried.

V.CORRESPONDENCE

The following correspondence was acknowledged:

•Letter from Chris Martin providing a DCEO weekly update

•Letter of resignation from Ron Rathert effective July 1, 2020

•City of Chester Tax Revenue for June, 2020

•Beautification/Tourism Commission minutes dated June 18, 2020

•Letter from MJ Solutions of Illinois, LLC regarding services to assist municipalities with the cannabis industry business

Alderman Allison asked the council to review the information from Chris Martin. Alderman Allison mentioned inviting Chris Martin to an upcoming council meeting to discuss potential grant opportunities for the city.

VI.REPORTS

Mayor:

Mayor Page advised COVID-19 virus cases are increasing in Randolph County. Mayor Page has concerns about our area moving back to Phase 3 due to the recent increase in cases. Mayor Page advised mayors have the ability to move their city back to a different phase.

VII.COMMITTEE REPORTS

Cemetery & Finance Committee (Chairman Platt):

The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment. Alderman Platt moved to approve payment of bills, subject to audit, and to include payment to Bert’s Auto Service in the amount of $97.52 (fiscal year total, $1,136.71). Alderman Rader seconded the motion. UPON ROLL CALL: Ayes: Aldermen Geisen, Dudenbostel, Platt, Rader, Blechle, Ohlau, Allison. Nays: None. Absent: Alderman Maes. Motion carried.

X.NEW BUSINESS

Aeration Parts – Sewer Plant:

Alderman Platt moved to ratify the action of the council and approve the purchase of aeration parts for $36,000.00 from Schreiber for the sewer plant. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Dudenbostel, Geisen, Allison, Ohlau, Platt, Rader, Blechle. Nays: None. Absent: Alderman Maes. Motion carried.

Southern Illinois Electricity Aggregation Consortium:

Alderman Platt moved to allow Select Energy Partners, LLC to act as Municipal Power of Attorney for the city to execute an electricity aggregation contract. Alderman Blechle seconded the motion. UPON ROLL CALL: Ayes: Aldermen Geisen, Dudenbostel, Platt, Rader, Blechle, Ohlau, Allison. Nays: None. Absent: Alderman Maes. Motion carried.

XI.ADJOURNMENT

At 6:09 p.m., Alderman Ohlau moved to adjourn the meeting. Alderman Platt seconded the motion. VOTE: Ayes: Aldermen Ohlau, Dudenbostel, Allison, Geisen, Platt, Rader, Blechle. Nays: None. Absent: Alderman Maes. Motion carried.
