City of Du Quoin City Council met July 27.

The Minutes of the City Council of the City of Du Quoin, County of Perry, held on this 27th day of July in the year 2020, said meeting held in the Council Chambers of the Du Quoin City Hall.
Invocation:
Aaron Atkins gave the invocation and Mayor Alongi led the Pledge of Allegiance.
Call to Order:
Mayor Alongi called the meeting to order at 6:00 p.m. with the following individuals attending meeting the threshold for a quorum: Commissioners Charles Genesio, Michael Ward, and Bob Karnes; not present – Commissioner Jill Kirkpatrick. City staff present included City Attorney Aaron Atkins, City Clerk Ruth Hale, and City Treasurer Stephanie Cravens.

• Governmental Funds had year ending negative earnings of $34,725
• Water/Sewer Funds had a positive change of $113,258
• All Funds combined had decreased $118,725

Commissioners’ Comments:
Genesio- Reminded the citizens to stay safe and do your part during the pandemic. People are grouping together and it is spreading again. Wear a mask and do your part to stop the spread.
Ward- Same as Genesio, and reminded citizens to say your prayers for the end of the pandemic.
Karnes- Reiterated what was said. He also complimented the citizens of DQ for the city streets being cleaner. He say Beth Collins out jogging with a shopping bag and picking up trash off of the streets. He encouraged everyone to participate and do the same to help Du Quoin make a good first impression to visitors. He noted how clean Steeleville and Nashville appear when you drive through and would like Du Quoin to make the same impression. He offered gloves to those that want to help. He is also proud of Du Quoin and how they have taken the virus serious
Mayor- Congratulated the graduating Seniors and middle school class. He reminded them that this time will be just a blip on the radar in the long run. Continue to take it seriously and be safe.
Public Comment:
Mayor Alongi announced the meeting was open for public comment at 6:20 p.m. Public comment was closed at 6:25 p.m.
Doug Clark, EMA Director – spoke regarding the grants available to the City of Du Quoin for Covid-19 expenses reimbursement. The Public Assistance (PA) grant and the CARES grant distributed through the State of Illinois Department of Commerce and Economic Opportunity. Each county and municipality have a pre-determined allotment of funds for possible reimbursement. The City will need to submit receipts and justification for expenditures to try to recoup every expense relate to Covid-19. It is best to seek funding through CARES first and then the PA grant if necessary. He also gave data on the number of positive cases in Perry County. The county has seen 46 positive cases in 32 days. That is 2 times the rate as the first half of the virus shutdown. Commissioner Genesio asked if it was due to testing or the virus being spread more. Mr. Clark stated his opinion was that it was both factors. The Mayor said he has witnessed a change in the Public’s response. He believes private industry and businesses have stepped up to encourage citizens to wear a mask. The Governor issued the directive, but it is the businesses that seem to have the influence with the people. They have accomplished more than the Governor has. Mr. Clark agreed. The Mayor also stated that young people still think they are bullet proof and that he is still seeing a lot of private parties.
