City of Du Quoin City Council met July 13.

Here is the minutes provided by the council:

The Minutes of the City Council of the City of Du Quoin, County of Perry, held in the Council Chambers of the Du Quoin City Hall.

Invocation:

Aaron Atkins gave the invocation and Mayor Alongi led the Pledge of Allegiance.

Remote Participation/Electronic Attendance:

Commissioner Kirkpatrick was unable to attend in person and joined the meeting via Webex. There were no objections.

Call to Order:

Mayor Alongi called the meeting to order at 6:00 p.m. with the following individuals attending meeting the threshold for a quorum: Commissioners Charles Genesio, Michael Ward, Bob Karnes; and attending via WebEx teleconferencing Jill Kirkpatrick. City staff present included City Attorney Aaron Atkins, City Clerk Ruth Hale, and City Treasurer Stephanie Cravens.

Guests:

Harold Emling Presented the 2019 Audit Findings for the City of Du Quoin via telephone. He expressed his thanks to the City for using Emling & Hoffman for the audit. It was the opinion of the firm that it was a standard clean audit with no adjustments necessary.

The Council approved the open session Council minutes of the June 22nd meeting.

Approval of promotion of Antonio Smith to Assistant Superintendent in the Water Department.

A. 2020-O06-02: An Ordinance Amending Chapters 26-2-18 & 26-2-19 of the Ordinances of the City of Du Quoin (Final Approval)

Other Business:

Commissioners’ Comments:

Genesio- Expressed condolences to Dean Knight on the loss of his mother.

Ward- Gave a Happy Birthday greeting to Commissioner Genesio. He also expressed to condolences to three city employees that recently lost their mothers.

Karnes- Repeated Birthday wishes, asked for prayers for this county and encouraged everyone that we would get through this time.

Kirpatrick- Echoed the previous comments.

Mayor- Relayed the April tax revenue statistics, there was an actual increase in sales, home rule, and business district. It could have been attributed to stimulus checks, and possible hoarding of supplies during the pandemic. Encouraged everyone but indicated the City should be cautiously optimistic regarding the next few months of revenues.

Public Comment:

Mayor Alongi announced the meeting was open for public comment at 6: p.m. Public comment was closed at 6: p.m.

Mr. Lester Furlow address the council over concerns regarding property at 309 South Illinois Avenue. The property is vacant and there is evidence of numerous hazardous issues with the house. He indicated that the previous occupant pumped water from the basement and flooded the neighboring property which belonged to his in-law. He also stated that a number of items had been left in the yard after the occupants vacated the property. The Mayor assured Mr. Furlow that the City would assist with removing the debris and asked Aaron Atkins to contact the owners to make them aware of the situation. He also asked Mr. Furlow if he would be interested in the property. Mr. Furlow said he would.

Mr. Larry Alvarado came forward and thanked the council for passing the resolution to close portions of the City streets for his daughter’s wedding. The council congratulated him and were please to oblige with the request.
