City of Columbia City Council met Aug. 17.

Here is the minutes provided by the council:

A. Call Meeting to Order

Mayor Hutchinson called the City Council of Columbia, Illinois to order at 7:00 PM.

B. Roll Call

Present:  Aldermen Ebersohl, Agne, Niemietz, Huch, Holtkamp*, Martens, and Riddle.

Note: Alderman Holtkamp joined the meeting at 7:10 PM. 

Absent:   Alderman Roessler. Quorum present.

Administrative Staff present:

Those in attendance recited the pledge of Allegiance.

D. Proclamations/Recognitions/Presentations

1. Oaths of Office - Officers Kyle Hannon and Brittney Newport

Mayor Hutchinson administered the Oath of Office to police officers Kyle Hannon and Brittney Newport.

2. Metropolitan Enforcement Group of Southwestern Illinois - Sgt. Mike Conrad

Mayor Hutchinson recognized Sergeant Mike Conrad for his participation in the Metropolitan Enforcement Group of Southwestern Illinois.

3. Annual Report of Monroe County Economic Development Corporation 

Edie Koch, Executive Director, presented the annual report of the Monroe County Economic Development Corporation. Ms. Koch then informed the Council about the past year's projects, projects planned for next year, and then thanked the Council for being an active participant in the development corporation.

Alderman Holtkamp joined the meeting at 7:10 PM.

H. Comments & Announcements - Department Directors

1. IEPA Household Hazardous Waste Event

Sue Spargo informed the Council about an inquiry received from the Illinois Environmental Protect Agency requesting the City host a household hazardous waste event. Mrs. Spargo then explained the event will be held May 22, 2021 from 8:00 AM until 3:00 PM, at the Monroe County Fairgrounds, pending facility approval by the Fair Board. Mrs. Spargo added that she is talking to other communities within in the County in hopes of including them in the event with the intention of each participating community paying $200.00 towards advertisement for the event. Mrs. Spargo then encouraged volunteer participation from the Council.

I. Consent Agenda

City Clerk Hoeffken read the Consent Agenda. 

1. Motion to approve minutes of the Regular City Council Meeting held Monday, August 03, 2020 

2. Motion to approve minutes of the Closed Sessions of the City Council held Monday, July 20, 2020 

3. Motion to authorize the payment of vouchers for the period from July 30, 2020 through August 11, 2020 in the amount of $352,086.92.

Mayor Hutchinson inquired if the Council wished to remove any items prior to a motion. There were none.

Motion:

It was moved by Alderman Huch, and seconded by Alderman Riddle, to approve the consent Agenda as read.

Motion Passed. Roll Call Vote results: 7

J. Unfinished Business

1. Ordinance No. 3531 - Emergency Management Agency Director & Deputy Director.

Motion: It was moved by Alderman Ebersohl, and seconded by Alderman Martens, to pass and approve Ordinance No. 3531, an ordinance appointing a Director and Deputy Director for the Columbia Emergency Management Agency.

Motion Passed. Roll Call Vote results: 7 Aye: Ebersohl, Agne, Niemietz, Huch, Holtkamp, Martens, and Riddle 0 Nay: 1 Absent: Roessler 0 Abstain:

2. Resolution No 2020-19 - Participation Agreement with Lakefield HOA

Motion: It was moved by Alderman Martens, and seconded by Alderman Huch, to pass and approve Resolution No. 2020-19, a resolution approving a Participation Agreement between the City of Columbia, Illinois and the Lakefield Homeowners Association regarding an Illinois Environmental Agency Green Infrastructure Grant.

Motion Passed. Roll Call Vote results: 7 Aye: Ebersohl, Agne, Niemietz, Huch, Holtkamp, Martens, and Riddle 0 Nay: 1 Absent: Roessler 0 Abstain:

K. New Business

1. Ordinance No. 3532 - Lot Consolidation and Easement Vacation Plat

Motion: It was moved by Alderman Niemietz, and seconded by Alderman Holtkamp, to pass and approve Ordinance No. 3532, an ordinance approving a Lot Consolidation and Easement Vacation Plat for Lot 16 of Meadow Ridge Plat 9 and Lot 1 of Meadow Ridge Plat 10.

Motion Passed. Roll Call Vote results: 7 Aye: Ebersohl, Agne, Niemietz, Huch, Holtkamp, Martens, and Riddle 0 Nay: 1 Absent: Roessler O Abstain:

2. Discussion of a Release of Closed Session Minutes.

There was a discussion by the Council regarding a resolution for the release of Closed Session Minutes. There was no objection from the Council.
