City of Waterloo City Council Met October 19

Meeting 06

City of Waterloo City Council met Oct. 19.

Here is the minutes provided by the council:

1. The meeting was called to order by Mayor Smith at 7:30 p.m.

2. The following Aldermen were present: Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller.

3. Pledge of Allegiance led by Mayor Tom Smith.

4. Correction or Withdrawal of Agenda Items by Sponsor. None.

5. Approval of Minutes as Written or Amended.

Approval of City Council Meeting Minutes dated 10-05-2020. Motion made by Alderman Darter and seconded by Alderman Heller to approve the City Council Meeting Minutes from 10-05- 2020. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Notheisen, Thomas, Hopkins and Trantham voting ‘yea’.

6. Petitions by Citizens on Non-Agenda Items.

Ms. Jamie Wratchford, Director of Morrison-Talbott Library, was present to speak about a Boy Scout Eagle project called “Story Walk”. The library was approached by Ethan Ellis, the son of the late St. Louis County Police Officer Mitch Ellis, who lost his life in a car crash. Ethan is a Boy Scout who has chosen to erect twelve metal structures around the library that will include stories. Ethan’s Eagle Project is named “Story Walk”.

7. Reports and Communications from the Mayor and other City Officers.

A. Report of Collector.

The report is in the packet. Motion to accept the report made by Alderman Notheisen and seconded by Alderman Buettner. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting ‘yea’.

B. Report of Treasurer.

1. Monthly Treasurer’s Report.

The report is in the packet. Motion to accept the report made by Alderman Thomas and seconded by Alderman Hopkins. Motion passed unanimously with Aldermen Thomas, Hopkins, Trantham, Darter, Buettner, Row, Heller and Notheisen, voting ‘yea’.

2. Annual Treasurer’s Report.

The report is in the packet. Motion to accept the report made by Alderman Heller and seconded by Alderman Row. Motion passed unanimously with Aldermen Heller, Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner and Row, voting ‘yea’.

C. Report of Subdivision and Zoning Administrator. No report.

D. Report of Building Inspector / Code Administrator. The report is in the packet.

E. Report of Director of Public Works.

The asphalt overlay project on West Lake Dam has been completed.

F. Report of Chief of Police. No report.

F. Report of City Attorney. No report.

G. Report and Communication by Mayor.

1. Presentation of Façade Grant Check to Shelby Automotive.

2. Re-Appointment of Nathan Rau to the Planning Commission for a Three-Year Term to Expire 09-01-23. Appointment approved unanimously with Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting ‘yea’.

3. Re-Appointment of Lauren Voelker to the Planning Commission for a Three-Year Term to Expire 09-01-23. Appointment approved unanimously with Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting ‘yea’.

8. Report of Standing Committees. No report.

9. Report of Special Committees.

• Alderman Buettner mentioned that clearing work was continuing on the Jones’ Farm Trail. Planning Commission Member Nathan Rau recently posted a video and map of the trail. About four (4) to five (5) miles of the trail is now open for public use.

• Mayor Smith mentioned that Turtle Creek Trail in Lakeview Park was also on the Waterloo City Facebook Page.

10. Presentation of Communications, Petitions, Resolutions, Orders and Ordinances by Aldermen.

A. Consideration and Action on Resolution No. 20-21 in Support of a Joint Sidewalk Project with Monroe County for the Country Club Lane / HH Road / Illinois Route 3, North Waterloo Pedestrian Crossing Sidewalk Project.

Motion made by Alderman Notheisen and seconded by Alderman Hopkins to approve Resolution No. 20-21 in Support of a Joint Sidewalk Project with Monroe County for the Country Club Lane / HH Road / Illinois Route 3, North Waterloo Pedestrian Crossing Sidewalk Project. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting ‘yea’.

B. Consideration and Action on Ordinance No. 1804 Amending the City of Waterloo Revised Code of Ordinances, Chapter 7 Business Code, Article X – Mobile Food Vendors, Regarding Itinerant Vendors.

Motion made by Alderman Darter and seconded by Alderman Heller to approve Ordinance No. 1804 Amending the City of Waterloo Revised Code of Ordinances, Chapter 7 Business Code, Article X – Mobile Food Vendors, Regarding Itinerant Vendors. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Notheisen, Thomas, Hopkins and Trantham voting ‘yea’.

11. Unfinished Business. None.

12. Miscellaneous Business. None.

13. Discussion of Matters by Council Members Arising After Agenda Deadline.

Alderman Trantham wanted to pass his thanks to Nathan Krebel for his assistance in handling a couple of zoning issues.

Mayor Smith thanked Shawn Kennedy and Sarah Deutch for handling the judging of the Pumpkin Fest art and coloring contest. Awards were presented earlier this evening.

14. Motion to Adjourn made by Alderman Buettner and seconded by Alderman Row. Motion passed with unanimous voice vote. Mayor Smith adjourned the meeting at 7:43 p.m.
