City of Chester City Council met Oct. 19.

Here is the minutes provided by the council:

I. CALL TO ORDER

The City Council of Chester, Illinois, met in regular session in the Municipal Building, 1330 Swanwick Street. Mayor Tom Page called the meeting to order at 6:00 p.m.

II. ROLL CALL

Present:   Alderman James Maes                     Alderman Ray Allison

Alderman Randy Dudenbostel         Alderman Dan Ohlau

Alderman Robert Platt                      Alderman Daniel Geisen

Alderman Russ Rader                       Alderman D. Michael Blechle

Absent: None

III. PLEDGE OF ALLEGIANCE

IV. READING OF MINUTES OF PREVIOUS MEETING

Alderman Ohlau moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Maes, Ohlau, Allison, Platt, Dudenbostel, Geisen, Rader, Blechle. Nays: None. Absent: None. Motion carried.

V. CORRESPONDENCE

The following correspondence was acknowledged:

VI. REPORTS

Mayor:

Mayor Page advised that he participated in the 1st Annual Holes for Heroes Golf Scramble at the Chester Country Club to benefit the Tunnel to Towers Foundation in memory of Illinois State Trooper Nicholas Hopkins.

City Treasurer:

Mayor Page stated our condolences are with City Treasurer Nancy Eggemeyer and her family on the recent passing of her father.

VII. COMMITTEE REPORTS

Cemetery & Finance Committee (Chairman Platt):

The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills. Alderman Platt moved to approve payment of bills, subject to audit. Alderman Rader seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Ohlau, Maes, Geisen, Rader, Blechle. Nays: None. Absent: None. Motion carried.

Water-Sewer Committee (Chairman Rader):

Chairman Rader presented a sewer bill ($128.39) of Jeff Korando, 1941 State Street, for adjustment due to a water leak that did not infiltrate the sewer system. Alderman Rader’s motion to adjust the bill in the usual manner, was seconded by Alderman Platt. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Ohlau, Maes, Geisen, Rader, Blechle. Nays: None. Absent: None. Motion carried.

X. NEW BUSINESS

Street Department – Salt Cover:

Maintenance Superintendent Steve Renner presented a quote from Lake Contracting Inc. for the installation of a 24 x 40 salt bin cover for $11,640.00. Superintendent Renner advised approximately five tons of salt was lost this past year because it wasn’t properly covered. Alderman Platt moved to approve the IDOT resolution to appropriate MFT Funds for the installation of a salt bin cover from Lake Contracting for $11,640.00. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Dudenbostel, Geisen, Ohlau, Maes, Platt, Allison, Blechle, Rader. Nays: None. Absent: None. Motion carried.

Tenant Farmer – Richard Mueller:

Alderman Maes advised the park board is currently working on cleaning up the tenant lease contract for calendar year 2021. The park board recommends the council allow Richard Mueller to plant a Fall 2020 crop. Alderman Maes moved to approve the request of Richard Mueller to plant a Fall, 2020 crop on city property. Alderman Allison seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Blechle, Ohlau, Maes, Geisen, Rader, Platt. Nays: None. Absent: None. Motion carried.

Police Pension Levy:

City Clerk Berner presented the recommendation from Foster & Foster and City Auditor Keith Brinkmann for a contribution of $191,828.00 to the Police Pension Fund. After an inquiry from Alderman Ohlau, City Clerk Berner stated this is approximately $50,000.00 more than last year’s recommended levy amount. Alderman Dudenbostel’s motion was seconded by Alderman Geisen. UPON ROLL CALL: Ayes: Aldermen Dudenbostel, Ohlau, Maes, Geisen, Platt, Allison, Rader Blechle. Nays: None. Absent: None. Motion carried.

Sewer Plant Employee:

Marty Reynolds recommends the city council hire Kyle Mifflin as a new sewer plant employee at $32,000.00 per year. Alderman Blechle moved to hire Kyle Mifflin as a sewer plant employee. Alderman Rader seconded the motion. UPON ROLL CALL: Ayes: Aldermen Platt, Geisen, Maes, Ohlau, Dudenbostel, Allison, Rader Blechle. Nays: None. Absent: None. Motion carried.

XI. ADJOURNMENT

At 6:13 p.m., Alderman Ohlau moved to adjourn the meeting. Alderman Dudenbostel seconded the motion. VOTE: Ayes: Aldermen Ohlau, Geisen, Dudenbostel, Maes, Allison, Rader, Blechle, Platt. Nays: None. Absent: None. Motion carried.
